PROPOSED NEW LEAF & YARD MATERAIL COMPOST FACILITY (LYMCF) ▪ Replaces Harper Road LYMCF ▪ Located along north edge of Peterborough County/City Waste Management Facility (PCCWMF) on City-County owned land ▪ Land currently vacant, leased out for hay production ▪ Continue to service seasonal City & County LYM curbside collection programs, pilot SSO programs and year-round LYM drop-off ▪ 7,000 tonnes LYM and a maximum of 400 tonnes source seperated organics (SSO) from the City and County pilot areas ▪ Access to LYMCF through main site entrance to PCCWMF off Bensfort Road ▪ Existing weigh scales to be utilized ▪ Not directly accessible to the public
DESIGN ▪ Total area approximately 4.5 ha ▪ 20,000 tonnes capacity ▪ 145m x 300m asphalt pad with compacted granular base comprising: ▪ Preprocessing Area = 6,500 m² ▪ Windrows = 13,500 m² ▪ Curing Piles = 10,000 m² ▪ Compost Storage = 4,750 m² ▪ Remaining areas to be used for internal traffic movement ▪ Compost pad sloped towards perimeter ditches surrounding the pad which divert runoff to storm water management (SWM) pond ▪ SWM Pond will drain to PCCWMF leachate system ▪ 1 m high soil berm along western edge of the asphalt pad to divert runoff away from watercourse to the west ▪ Screening berm along east side of compost pad to provide visual screening from Bensfort Road
LYMCF OPERATIONS ▪ Incoming LYM will cross existing weigh scales ▪ Visual inspection by equipment operator as LYM is tipped in the pre-processing area ▪ Secondary visual inspection as the loader operator picks up the LYM for grinding ▪ LYM put through grinder to reduce particle size ▪ Following grinding, LYM placed in windrows in the active composting area ▪ Material turned as required using a front-end loader or windrow turner ▪ Following active composting, material left in windrows to cure (6 to 8 months) ▪ Stable compost screened to eliminate oversized residues ▪ Finished product that meet standards sold to end markets ▪ Some finished compost may be used as final topsoil cover at the landfill
VISUAL IMPACT ▪ Berm to be constructed between east side of pad and Bensfort Road to screen operations from Bensfort Road ▪ Utilize on-site soil material for screening berm ▪ Native material as approved by ORCA will be planted on berm ▪ Height of berm being confirmed through visual screening analysis DUST ▪ Turning windrows, grinding or loading finished compost will be avoided during windy conditions ▪ Water will be used as a dust suppressant where necessary ▪ Internal roadways at the PCCWMF constantly monitored and maintained to control dust
NOISE ▪ Noise Impact Study will be undertaken ▪ Noise not an issue at Harper Road facility (nearest neighbour 300 metres) ▪ Composting operations and hours for proposed LYMCF same as Harper Road facility (7am to 8pm), with most work generally occurring between 8am and 5pm, Monday to Saturday ▪ Within overall operating hours of the PCCWMF (6am to 8pm)
ODOUR ▪ Odour has not been an issue at Harper Road facility ▪ Odour not expected to be an issue at the proposed LYMCF, where there will be increased management and a superior base to operate the compost facility on compared to Harper Road ▪ LYM only, with limited SSO from pilot programs ▪ Plastic bags not allowed; therefore, material remains aerobic and less potential for odours ▪ Storm water management plan designed so no standing water to contribute to odours or mosquito breeding areas ▪ Composting area constructed of asphalt to eliminate pooling of water ▪ Proper composting operation including regular turning/aeration, moisture control and monitoring ▪ If odour complaint occurs, it will be documented, investigated and remediated accordingly
LITTER ▪ Litter not an issue at Harper Road facility ▪ Litter monitored on a daily basis as part of PCCWMF operation ▪ Proposed LYMCF to be incorporated into existing PCCWMF litter monitoring/pick- up program ▪ Not anticipated to be an issue as plastic bags not allowed (enforced at the curbside) ▪ Appropriate measures, such as temporary fences or additional litter pickers will be implemented, if required
VECTOR AND VERMIN ▪ Vector and vermin not an issue at Harper Road facility ▪ Vector and vermin not typically attracted to LYMCF operations ▪ If they become an issue, methods in place at the PCCWMF will be employed ▪ Compost pad designed to prevent water ponding ▪ Frequent windrow turning discourages vector and vermin
