  2. Project Development & Environment Study • Develop and evaluate engineering and environmentally feasible 2 alternative solutions that meet the need determined in the Planning Phase. • Evaluate potential impacts to the social, natural and physical environments and determine ways to avoid or minimize impacts. • Inform and involve the public in the development of the project. • This process is mandated by the National Environment Policy Act (NEPA) and state law. It represents a combined effort by technical professionals who analyze information and document the best alternative for a community’s transportation needs.

  3. Project Life Cycle 3

  4. Project Development & Environment Study 4 4

  5. Project Description SR 874 • Urban Principal 5 Arterial Expressway • Approximately 7.2 miles • Posted Speed Limit 55mph • Hurricane Evacuation Route • Part of SIS/FIHS • Proposes a new ramp connection between the existing SR 874 at the HEFT with SW 136 th St

  6. Corridor Characteristics This project is included in the Miami-Dade County 2035 Long Range Transportation Plan 6 and in the Miami-Dade Comprehensive Development Master Plan Part of the Florida Intrastate Highway System (FIHS) • Develops and maintains the network of highways that combined make up the intrastate system • Composed of interconnected limited and controlled-access roadways including interstate highways and Florida’s Turnpike system Part of the Strategic Intermodal System (SIS) • System of transportation facilities of statewide and interregional significance • Focused on the efficient movement of passengers and freight • Carries 68% of all truck traffic and 29% of all traffic

  7. Purpose and Need 1. Social Demand and 7 Economic Development 2. System Connectivity 3. Capacity 4. Evacuation Route/ Emergency Services

  8. Purpose and Need Social Demand and Economic Development • The study area is one of the fastest growing most densely populated communities in the state with 8 limited expressway access • Population and jobs are anticipated to increase by 104% and 37%, respectively by 2035 • Improvements to the Kendall-Tamiami Executive Airport and near by supporting land-uses such as new tourist developments anticipated for Miami MetroZoo, schools, community and shopping centers will increase traffic congestion in the area • Growth in industrial and flex-space activities in the area are largely dependent upon expressway access

  9. Purpose and Need System Connectivity • SR 874 provides a southwest to 9 northeast connection from the HEFT to the Palmetto Expressway (SR 826) • The proposed connector would provide an alternate travel route, relieving congestion at the HEFT/SW 120 St and SW 152 St interchanges • The new facility would provide local traffic a more direct route to the centers of employment in the County (i.e. Downtown Miami and Miami International Airport)

  10. Purpose and Need Capacity • SW 120 St and SW 10 152 St are the only corridors in the area with access to the expressway system • SW 120 St and SW 152 St and their interchanges with the HEFT are currently operating over capacity • Expressways in the area are currently heavily congested

  11. Purpose and Need Evacuation Route/ Emergency services • The lower southeast Florida Region has been identified by 11 the National Oceanic Atmospheric Administration (NOAA) as one of the most hurricane vulnerable areas in the United States • HEFT is one of three continuous north-south corridors along with Krome Avenue to the west and US 1 to the east and thus serves as a critical evacuation route • The SR 874/Don Shula Expressway facilitates access to other critical north-south facilities (i.e. SR 826/Palmetto Expressway, US-1, I-95) • This project would provide an additional connection to the SR 874 facility and expedite the mobility at the HEFT interchanges decreasing evacuation time

  12. Corridor Constraints • Tamiami Complex Pineland Preserve 12 and Nixon Smiley Pineland Preserve NIXON SMILEY KENDALL PINELAND • Multiple Residential TAMIAMI PRESERVE EXECUTIVE neighborhoods AIRPORT • Existing and proposed FP&L lines TAMIAMI COMPLEX BONITA PINELAND LAKES PRESERVE • CSX Railroad DAVIS SUBSTATION • FP&L Davis VENEZIA LAKES Substation CSX RR GPC SPUR • Proposed HEFT improvements • Kendall Tamiami Executive Airport – FAA compliance

  17. Engineering Alternative Selection Process 17

  18. Engineering Corridor Analysis Avoid impacts to: 18 • Pineland Preserves Corridors A&D would require a modification to the planned • FP&L HEFT interchange in order to • Residences accommodate the new ramps • Proposed HEFT improvements Corridor C would partially traverse over the CSX railroad and is in very close proximity to Corridors A & D would require both the Bonita Lakes housing additional R/W along SW 128 St. This development and the Pineland corridor has warehouses abutting the Preserve. roadway as well as a dedicated nature preserve Preferred alternative from the SR 874 Connector Report was later found to be unfeasible due to impacts to Pineland Preserve Corridors B, C, D, & Corridors B & E would either E commence at the infringe on the existing FPL intersection of SW easement and thus conflict with 136/SW 137 Ave the planned expansion of the and traverse in part transmission lines and/or impact along SW 136 St numerous existing warehouses

  19. Engineering Traffic Analysis • Perform Data Collection 19 • Traffic Analysis Years: • Opening: 2017 • Interim: 2027 • Design: 2037 • Determine traffic improvements/ impacts of proposed facility on existing street grid • Determine any additional improvement that may be required • Requires the Preparation of an Interchange Modification Report (IMR) • Requires FDOT review (FIHS/ SIS facility)

  20. Engineering Issues • Intersection Impacts 20 • Drainage/ Stormwater treatment • Retention ponds within bridge footprint • Potential Joint Use Pond Agreement with Venezia Lakes residential development • FAA approach surface compliance for the Kendall Tamiami Executive Airport • Minimize right-of-way • Develop necessary horizontal and vertical alignments to avoid or minimize impacts to a multitude of project constraints
