Neighbourhood Plans – John Ashton � The Neighbourhood Plan is a planning document and if Made then becomes part of the Development Plan. � Once Part of Development Plan it will then be given considerable weight in the decision making process so long as the Development Plan is up-to-date and no other material considerations exist to outweigh Development Plan.
The Neighbourhood Plan must address development and the use of land over development and the use of land over potentially a 20 year period.

Suggested headings for a Neighbourhood Plan are: � Environment/ Heritage � Housing � Shopping � Business/ Employment � Health and Well Being (Community/Leisure) � Getting Around (bus, cycling, walking, car etc) � Design and Quality.
� A number of documents can support the Neighbourhood Plan which may not be directly land-use based. � For instance it is suggested that a delivery strategy document which would include how the Plan is to be monitored.
� Do not underestimate the importance and dominance of the Dalton Barracks proposal upon the Neighbourhood Plan and upon Part Two of the Local Plan. Plan. � If the Barracks proposal is to progress then specific sections will be required in the Neighbourhood Plan similar to those identified above for the Dalton Barracks proposal.

Ideas for a Framework – Richard Bahu Consultation on LP Pt 2 – SC assists the PCs to produce a coordinated response and sign off that response as well as encouraging all stakeholders to input individually as there are strategic policies of relevance to our NP area.
� PCs need to communicate all interactions with stakeholders which impact on the development of the NP to the SC. � The SC needs to have a key sub-group which focuses on Dalton Barracks . � Need sub-group /individual from SC to monitor new planning applications in the designated area.
� The SC should organise a "walking tour" of the Parishes so everyone on the SC is familiar with their geographical coverage, etc. geographical coverage, etc. � Land use plan for designated area needed as a SC priority.
The NP must be Sustainable and all policies must be drafted with presumption in favour of Sustainable Development.
SC appoints NP Project Manager (and Deputy?) SC to agree proposed start and end dates for SC to agree proposed start and end dates for each task in project plan and assign responsible member.
Input from Residents and Others – SC appoints an Engagement Coordinator (and Deputy?) to develop the community engagement strategy.

Develop the Community Questionnaire – SC appoints Questionnaire Coordinator (and Deputy?) to design and test the Questionnaire.
Develop the specific proposed policies of the NP addressing development issues in the area – SC appoints Policies Coordinator (and Deputy?) to draft appoints Policies Coordinator (and Deputy?) to draft policies aided by SG members with relevant expertise and experience.
Write the Plan – SC appoints a Drafting Coordinator (and Deputy?) to pull together all the elements of the NP and propose its design, style and format.
Plan is Independently examined, then subject to a Referendum and adopted subject to a Referendum and adopted by VWHDC!
Projects - Issues which cannot form part of the NP planning policies will need to be considered as Projects – SC appoints Projects Coordinator (and Deputy?) to draft Projects Plan for the SC and PCs to review and adopt agreed Projects with Action Plans.
