MAIA Channels to Interface with RMV: IPM 2019 New Access in ATLAS Current Access in ALARS Access Source This is the same portal • available for SDIP, but will eServices Portal VPN now include IPM related Person information. Web services offers • Person immediate and direct Web Services Guest updates to RMV data. System SFTP will be offered through • MOVEit. The new ATLAS Batch Batch system will process any files System that are submitted.

Only one response file will be returned regardless of the number of files submitted/processed. Batch processing timeframe will remain the same – business days with a 7:00 p.m. nightly cutoff.

MAIA RMV Policy & Process Changes 2019 UMS to IPM  The name of the Uninsured Motorist System (UMS) program has been changed to be the Insurance Policy Management or IPM Program.  One of the major improvements to the program is the implementation of the Insurance Portal. This will allow you to update the customer’s policy information in real time in order to provide the best quality service for our mutual customers.  IPM New Policy Submission  Carrier must report an insurance policy through IPM within 23 days of initial vehicle registration  Any vehicle registered with the RMV that lacks a matching policy reported by carrier will be displayed on the Notice to Carrier report posted on the Insurance Portal

MAIA RMV Policy & Process Changes 2019 Mopeds  The following policy changes will go into effect regarding mopeds with Release 2: • Moped registrations are being transitioned to moped plates 1 • Moped registrations will now expire at the end of March. 2 • Mopeds are not subject to excise tax 3 • Insurance policy reporting for mopeds is optional. They will not be included as part of the insurance policy revocation process. 4 • Identity document requirement is not applicable to moped registration. 5 • Moped registrations issued in 2019 will expire in March 2022. 6

  23. MAIA RMV Policy & Process Changes 2019 Trailers Trailer Insurance Reporting Rules: Reporting of private passenger trailers is allowed, but optional . Reporting of commercial trailers is required regardless of the weight. • These will be subject to revocation for lack of insurance.

MAIA RMV Policy & Process Changes 2019 Trailers Trailer Inspections  Starting November 12, 2019, all trailers require a VIN to be registered in Massachusetts.  Homemade trailers do not have VINs and need to be assigned one.  Homemade trailers with a gross vehicle weight greater than 3,000 lbs. will still follow the MA- 1 Assigned VIN process, requiring an inspection with a State Trooper.  Homemade trailers with a gross vehicle weight of 3000 lbs. and under will be assigned a 2 system generated MA trailer VIN by the RMV at the time of conversion and with new registration transactions  System generated VINS will begin with the letters “MATR” followed by 13 digits  The assigned VIN must be affixed to the commercial trailer for inspection purposes. You will be able to see the communication that will be available for our customers on this topic later in this session!

  25. MAIA RMV Policy & Process Changes 2019 Temporary Plates Starting on November 12 th the RMV is implementing a Centralized Plate Distribution  model. Service Centers will no longer maintain a physical inventory of specialty plate types like the Red Sox or Cape & Island plates. When a customer orders a special plate or vanity plate at the Service Center, it will be mailed directly to the customer or, by request, sent to a Service Center for pick up. Customers who do not have an active MA plate on their vehicle at the time of their  transaction will be provided a temporary registration and a temporary plate to attach to their vehicle until their special plate is received. Note: During the transition period Service Centers may still have specialty plates that can be issued until their stock is depleted.
