Health profiles – High in the East Midlands Despite Under 18 Conception rates showing a positive direction of travel and has been declining for the previous 4 years, Lincoln has the second highest rates of under 18 conceptions in the East Midlands in 2011-13. Lincoln had the highest estimated rate of users of opiate and/or crack cocaine users in England for 2011/12.
