Billing and Meter Accuracy • Step 1 – Prior to a bill being sent , the billing system performs a high low quality control check (compares the previous readings to the current readings) • Step 2 – If high low, the a field activity is created to verify the high low • Water meter, register, and ERT combination ( no equipment mismatches ) • Register and ERT readings are correct ( same reading ) • No City or Customer leaks • Step 3 – If any of the above , an adjustment is made and a corrected bill is sent to the customer Meter Register ERT Meter Chamber
Increased meter read accuracy of AMR vs. manual reads • Pre-AMR (manual meter reading) resulted in a 97% average read accuracy. • On average 3% of the monthly meter readings resulted in either a high or low meter reading, which would have resulted in a high or low monthly bill. • Today (Post-AMR), we have a 99.9% meter read accuracy.
Equipment Check Confidence Level: 95% 25,870 Random Sample: Confidence Meters n = 400 Interval: 5% Meters Field Check • Check Equipment Installation (mismatches). Water meter, register, and ERT combination • Verify Read. Register and ERT readings are correct • Check for Water Meter Leaks . City side • Field Consumption Test . Volunteer basis
• All 400 Meters • Equipment Installation : 1 of 400 incorrect • Verify Read : 100% correct Equip ipment • City Leaks : 0 leaks Check Results • Field Consumption Tests (about half) • High : 0 (no over charges) • Low: 1 (under charged) • Dead : 2 (under charged)
