Roadway Information • Phillips Road runs from the Township’s corporate limits with Mt. Laurel to Fostertown Road is approximately 5,500 feet or 1.04 miles long. • The width of the roadway varies from twenty-four (24) feet to twenty-seven (27) feet. However, there is a section of Phillips Road (adjacent to Applewood Court), that has been widened to thirty-six (36) feet. • There are three (3) existing storm culverts beneath the roadway: • Culvert #1 is located in the vicinity of 45 Phillips Road. • Culvert #2 is located in the vicinity of 70 Phillips Road. • Culvert #3 is located at Phillips Road’s intersection with Fostertown Road (at 2104 Fostertown Road). • Guide rails are installed along both sides of all three (3) storm culvert locations. • There are approximately twenty-eight (28) houses along the roadway. • The Township received $235,000 in FY’ 2018 NJDOT Trust Fund grant. Recommendation for Phillips Road Improvements • The Township’s Request for Proposal (RFP), originally requested that Phillips Road be milled and overlaid. • However, due to the lack of an asphalt base course layer, it is our opinion that if the road was milled and overlaid the roadway would begin to exhibit signs of pavement distress with in the first several years. • RVE recommends that Phillips Road be reconstructed utilizing the Pulverization, Stabilization, & Overlay (PSO) method, which is also known as “Full Depth Reclamation”. What is the Pulverization, Stabilization, & Overlay (PSO) Method? 1. Consists of the pulverization (reclamation) of the existing asphalt surface course and base course material , if present, with the addition of the appropriate stabilizing agent. Typical stabilizing agents are asphalt emulsion, portland cement, or lime. 2. The pulverized & stabilized base material is graded / shaped to achieve the proper grades and elevations. 3. The pulverized & stabilized road bed materials are then compacted to achieve the proper subbase density. 4. The newly created subbase material is then overlaid with hot mix asphalt (HMA). Additional Improvements Proposed for Phillips Road • Widen Phillips Road, where necessary, to maintain a consistent twenty-six (26) foot wide roadway. This will be accomplished during the pulverization operations. The widened roadway will allow the installation of two (2) twelve (12) foot wide travel lanes, with a one (1) foot shoulder on both sides. The provision of the one (1) foot wide shoulders will reduce the likelihood of edge of pavement cracking. • Construct new hot mix asphalt driveway aprons. Aprons will match the width of the existing driveway and extend four (4) feet from the proposed edge of pavement. • Install double yellow centerline and white shoulder striping utilizing “long -life epoxy resin”. • Update the existing guide rails to meet the current NJDOT design standards and requirements. This will consist of; the resetting of the existing guide rail and posts, removal and replacement of the existing metal blockout’s with new synthetic blockout’s , and the removal and replacement of the existing guide rail end terminals. Estimated Construction Cost: FDR vs. PSO The construction cost to perform a Pulverization, Stabilization, & Overlay (PSO) of the roadway is $620,150 preliminarily estimated to be: $222,750 Total estimated construction savings: PHILLIPS ROAD ROADWAY IMPROVEMENTS
