SECTION 1 SBIR: a set ‐ aside program created by Congress in 1982 for small business concerns to engage in Federal R&D ‐‐ with potential for commercialization. PROGRAM GOALS: • Stimulate technological innovation • Use small business to meet Federal R&D needs • Foster and encourage participation by minorities and disadvantaged persons in technological innovation • Increase private ‐ sector commercialization innovations derived from Federal R&D ELIGIBLITY: Organized “for ‐ profit U.S. business” 500 employees or fewer More than 50% directly owned and controlled by one or more individuals who are citizens or permanent resident aliens of the United States P rincipal I nvestigator’s (PI)primary employment must be with the small business concern
Why SBIR? At $2.5B, SBIR is the largest Federal program available to help small business inventors negotiate the innovation ecosystem : • Over $40B and 145,000 awards since 1982 SBIR • Averaging 10 patents/day Polyurea is innovative!
SBIR: 3 ‐ Phase Competitive Program
SBIR Program • Focus is on performing R&D – Not for purchasing equipment, commercializing a technology that has already been developed, or one that has very low risk and only needs capital • Patent rights Small business retain patent rights to any invention developed with Government support • Government Use The Federal Government receives a royalty ‐ free license for Federal Government use • Proposal Review • Typically use external peer review • Reviewers agree to keep information confidential and certify that they don’t have conflicts of interest

SECTION 4: Personal Experience in the SBIR World Rule #1: Get Help!!! • CPA firm with GOVERNMENT ACCOUNTING SYSETM experience a must!! • CPA firm for IRS/taxes (a different firm) a must!!! • Small Business Administration (SBA) and local SCORE office (SCORE is an association of Counselors to America’s Small Business) • SCORE members serve as counselors to aspiring business owners • SCORE services are no fee! • SCORE connected me with CPA firm for corporate taxes • Score connected me with a Human Resource specialist (independent contractor) SCORE ASSISTANCE = FULL COMPLIANCE (equals a good night’s sleep)!
Rule #2: Complete All Registrations WELL in Advance! (at least 3 months prior to submitting proposal) 1. DUNS number (Dunn & Bradstreet) 2. CAGE code ( C ommercial A nd G overnment E ntity) 3. SAM ( S ystem for A ward M anagement) *An approved Government Accounting System must be in place before a SBIR Phase II award can be issued! DEFENSE CONTRACT AUDIT AGENCE (DCAA) will conduct an audit for all Phase II projects/awards! (Award amount exceeds $500K; law requires an audit) • DCAA has up to 10 ‐ years after the Phase II project ends to conduct an audit • A good CPA will have your books “at the ready” at all times for an audit/inspection
Rule #3: Be Persistent!! After 5+ years you might end up with your own R&D center! With employees!!!
And you may find yourself testing POLYUREA against large caliber projectiles! Funded by the US Military! 50 BMG is the baby of the bunch! Challenges also include 14.5x 114mm, 20 ‐ mm, and 40 ‐ mm HEDP! It’s going to be a long, hot summer!
