Oregon Commercial Truck Parking Study Kickoff Oct 2018
Back ckground • Movement of goods through and in Oregon is vital to the state’s economy • Much of the truck freight moves along the I-5 and I- 84 corridors • Truck drivers in Oregon often cannot find adequate and safe parking for rest purposes • The economic recovery , driver hour-of-service regulations and the electronic logging device rule have recently contributed to the rising demand • The problem is expected to get worse as truck freight is forecast to increase about 70% (tonnage) by 2035 MAASTO Regional TPIMS Project
Objecti tives o of th f the Study • Measure current and future (2040) truck parking demand on the major highways • Identify current and future truck parking supply, legitimate truck parking locations and ad-hoc/illegal parking locations (primarily rest areas and truck stops) • Identify locations where current and future demand for truck parking exceeds supply • Identify opportunities to provide strategic enhancements to truck parking (e.g. technology, signage, or additional parking locations, etc.)
Development o of t the T Truck ck P Parking Study • American Transportation Research Institute (ATRI) data will be used to determine route info and where and when trucks stop for rest periods • 24-hour and 48-hour video sessions will be conducted at selected rest areas to ground-truth the ATRI data • A stakeholder survey will be conducted to assess user opinions regarding truck parking at rest areas and private truck stops in the study corridors MAASTO Regional TPIMS Project
Expectati tions o of th f the C Completed S Stu tudy • A truck parking investment strategy and a prioritized list of strategies by type and approximate location with planning level cost estimates • Strategies including methods of communicating parking info such as real-time parking availability systems, innovative supply expansion options, public-private- partnerships and potential funding sources • Description of the state’s role in the commercial truck parking issue MAASTO Regional TPIMS Project
