Proposed Study Area
Focus Areas
Objectives • Review truck parking best practices across the United States, including an overview of federal truck parking regulations • Evaluate the truck parking supply and demand in the MAG Region, with a specific focus on the industrial clusters and rural truck parking trends. • Evaluate the impact of the USDOT electronic logging device regulations has had on the regional logistics market and the response of the industry to this impact • Assess parking standards for industrial uses and review best practices • Development of a truck parking strategy for the MAG region

Deliverables • Task 1 – Project Management Plan • Task 2 – Public Involvement Plan • Task 3 – Truck Parking Review/Best Practices – Working Paper #1 • Task 4 – Evaluating the ELD impacts on the Regional Logistics Market – White Paper #1 • Task 5 – Regional Freight Summary – Working Paper #2 • Task 6 – Truck Parking Supply and Demand Assessment – Working Paper #3 • Task 7 – Understanding the Impact of Autonomous Trucking – White Paper #2 • Task 8 – Identified Issues and Opportunities – Working Paper #4 • Task 9 – Regional Truck Parking Recommendations and Implementation Plan – Document the study and its final recommendations in a Final Report, and abbreviated form in an Executive Summary.
Project Schedule and Cost • The project is estimated to take approximately 12-18 months • Not to exceed $325,000
Proposal Requirements • Deliver by 3:00 pm • May 23, 2019 • (7) printed hard copies and (1) electronic PDF format submission on a compact portable drive. • No more than 30 pages Deliver to: Maricopa Association of Governments • Letter size (8.5 x 11 inches) Attention: Fiscal Services 302 North First Avenue, Suite 200 Phoenix, AZ 85003
Evaluation and Selection • (9) evaluation criteria (p.12 of RFP) • Interviews may be conducted during the week of June 10, 2019 • Firms will be contacted approximately one week prior to the interview date • Anticipated notice to proceed by June 18, 2019
