Background Information Owned & maintained by Virginia Department of Transportation (VDOT) Old Dominion Drive is classified as an principal arterial Length of roadway from N. Glebe Rd. to Fairfax County line is approximately 1.18 miles Speed limit is 35 mph Roadway was used previously as a railroad Average Daily Traffic Volume is 16,000 1% Bus Traffic 1% Truck Traffic
Purpose Improve pedestrian and bicycle safety & connectivity Improve the storm water system Improve intersection safety Enhance transit Goal: complete the County’s sidewalk network system
Constraints & Challenges Working with constraints: Subject to VDOT requirements & review Limited right of way, in some areas Easements Tree impacts Topography Intersection geometry
Design Considerations Balancing the Needs Pedestrians access Bicycle access Residents of Old Dominion Drive Residents of Arlington Trees Stormwater
Project Elements Sidewalk with curb & gutter Improve stormwater system Upgrade street lights Street trees Upgrade bus stops Upgrade traffic signals Upgrading pedestrian signals
Projects Outside of Phase II Street Improvements for Old Dominion Drive From George Mason Dr. to 37 th Street Designed with the culvert project All necessary easements have been obtained From 37 th Street N to N. Edison Street Outside of scope of the project due to significant topography
Out of scope: Old Dominion Drive 37 th Street N to N. Edison •Difficult area due to the terrain. •Alternate walking connectivity can be achieved by using 37 th Street Old Dominion Drive: 37 th Street N to N. Edison St.
Out of Scope: George Mason Dr. to 37 th Street N Was design with the culvert project. Currently obtaining funds.
Sidewalk Standards Sidewalk standards are per the County Board approved Master Transportation Plan, if necessary, waivers will be filed with VDOT. 5’ sidewalk with 2’ to 4’utility strip 4’ minimum utility strip for tree planting 2.5’ minimum utility strip for driveway entrances Utility strips are used also for street lights, road signage, water meters, fire hydrants, etc. 6’ sidewalk minimum, County standard, when sidewalk is located at the back of the curb. Stormwater The project impervious surface will be approximately 0.68 acres DES Watershed Planner continue to look for opportunities Possible Constraints: for bio-retention and bio-swales: •Residents requests for additional street trees •Protection of existing trees •Narrow rights-of-way in many locations •Need to create a sidewalk that can support both pedestrian and bike traffic •Utility conflicts and slopes Watershed retrofit projects will treat 5 acres of impervious surface. These include: •Williamsburg Blvd (Old Dominion to 35th St N) = 1.07 acres •Williamsburg Blvd (Harrison to Edison N) = 1.67 acres •Kensington St. (at 33rd) = 0.77 acres •32nd St N (at Kensington St.) = 0.42 acres John Marshall Drive = 1.07 acres
