Getting Started � Contact Administering Office � Get funds authorized � Get MOA signed � 20% local match required for all Federal Funds � Contact District LPA Coordinator � Schedule a Project Team Meeting early in the process � Federal Funded Projects require an Environmental Document to be completed 4
Professional Services � Professional Services Procurement � QBS Process – Advertise for at least 21 days � In House Staff � Engineer on retainer contract � Statewide Contracts – Contact Amanda Spencer 5
Design � Design must follow KYTC Standards � Standard Drawings can be found on KYTC’s Highway Design website � Submit all Plan submittals to the D.O. LPA Coordinator � Traffic Management Plan (TMP) � Design Review Checklist (LDRC) 6
Right of Way & Utilities � Right of Way Certification required � Environmental Document is required before R/W can be acquired � LPAs are required to follow the Uniform Act � Must be offered just compensation for their property � If the value is less than $10,000 – Minor Acquisition Review (MAR) � Utility Relocation � Contact Utility Companies early in project � Provide to bidders Utility Impact Notes 7

Construction Procurement � Construction Notice to Proceed � Project Development Checklist (LPA-PDC) � Funding Authorization & MOA for Construction � Construction Procurement Packet � LPA must obtain an Engineering Estimate from the Designer � DBE Goal (Disadvantaged Business Enterprises) � Bid Advertisement, Bid Proposal & Design Plans � LDRC & LPA-PDC 9
Project Letting � LPA must advertise for at least 21 days before the bids are opened � Contract is to be awarded to the lowest responsive bidder � Contractor must be prequalified with KYTC (List found on KYTC’s website) � Send bid tabs to Administering Office (AO) � Have contractor sign contact � Notice to proceed from AO 10
Construction & Inspection � LPA must inspect the contractor’s work � Inspector must be onsite at some time every day � Verify that DBEs working on the project � Inspector must give a copy of all inspection reports to the LPA � Inspector or contractor must do materials testing 11
Construction & Inspection � Inspector helps LPA determine whether milestones are met for progress payments � LPA is required to promptly pay the contractor � LPA must notify the AO when the project is completed for Final Inspection and Acceptance & Project Closure � Change Orders 12
Reimbursement � Costs directly related to the project are reimbursable � LPA pays project expenses up front, then submits a request for reimbursement from Administering Office � Use Reimbursement Request Form � Include contractor invoices & cancelled checks (front and back) � LPA will be reimbursed 80% (Fed Funded) 13
