New York State Council on the Arts Decentralization Regrant Program • Funded by the New York State Council on the Arts (NYSCA) • Founded State and Local Partnerships DEC program in 1977 • Meant to ensure cultural and arts funding reaches all 62 counties in the state • Guidelines are tailored to local needs through the Arts Center’s Cultural Plan which is amended annually by Advisory Board • Enables emerging organizations and artists to grow professionally and to enhance the cultural climate in communities and neighborhoods where they live and operate

Connect with emerging, underrepresented and rural artists and arts agencies. 3. Ensure art and artists’ impact on our community 4. Encourage creative integration of art projects within area school systems 5. Strengthen artist stability

  8. Total Awards Available $98,000 Divided between Albany, Rensselaer and Schenectady Counties ***Funding levels may be impacted by COVID***

  9. Expenses & Eligibility

  10. Funding Limits • $5,000 limit • Up to 3 requests across categories Fiscally sponsored requests are exempt from the sponsor’s three -request limit

  11. Fundable Expenses • Activities/Projects of local arts organizations • Artist fees • Marketing + publicity costs • Direct administrative expenses and/or planning and preparation expenses for proposed event • Supplies + materials need to execute the proposed project. Individual items may not exceed $1000. Examples: art supplies, sheet music, hardware, memory cards, and other consumable equipment • Equipment, software, subscriptions, and training needed to execute the proposed project. Individual items may not exceed $1000. Examples: cameras, lighting, subscriptions associated with virtual programming, and training to use these tools.

  12. Non-Fundable Expenses • Requests greater than an applicant’s project expenses minus total project income • Operating expenses of privately owned facilities (homes/studios) • Acquisition of works of art • Contingency Funds • The purchase of permanent equipment that exceeds $1000 or capital improvements • Creation of textbooks or classroom material • Lobbying expenses • Regrants by applicants to fund other activities • Cash prizes, juried shows, fellowships, educational scholarships or other awards to students • Fees paid to children

Unable to Support • Projects which do not take place within the same county as applicants legal address • Start-up funding to establish new organization • Private events • Non- arts related projects such as fundraisers, galas, magicians, “sip & paint” • Projects that are recreational, religious, or therapeutic in nature

  14. Applicant Eligibility • The legal address of an applicant must lie within Albany, Schenectady, or Rensselaer counties • All non-profit organizations must provide proof of non-profit status

Applicant In-eligibility • NYS agencies and departments (including SUNY schools) • Public universities, colleges; and public, private, or parochial secondary/elementary schools • Student projects • Unincorporated applicants without an eligible sponsor or partner organization (EXCLUDES Individual Artist applicants) • Non- incorporated chapters of organizations whose “parent” site is located outside the DEC service area • Past re-grantees that have failed to submit final reports • Direct NYSCA applicants cannot apply for DEC funding, nor can they act as a fiscal sponsor or benefit from sales or revenue from a DEC project

  18. Who can apply? • Non-profit organizations (can be non-arts organizations OR • Non-profit fiscal sponsors on behalf of individual artists or collectives Who cannot apply? • Public or Private Schools • State Agencies or Departments • Including SUNY

  19. Funding Limits $5,000/organization *does not apply to fiscal sponsors GRANT CANNOT FUND FULL PROJECT BUDGET • Can cover up to 75% of project • Cash match % not required (NEW) • Up to 25% of In-Kind resources can contribute to budget

  20. ARTS EDUCATION

  21. Who can apply? • Artists or non-profit organizations in partnership with public schools OR • Artists or unincorporated entities working in partnership with a Community-based organization

Ineligible Parties • Programs that replace or appear to replace the role of certified teachers in schools • NYS agencies and departments (including SUNY) • Public universities and colleges, private and parochial schools • Private universities may serve as fiscal sponsors or community partners

  23. Program Requirements Projects must occur: In K-12 public schools during the regular school day or after-school • In a community-based setting • Projects must be: At least 3 sequential, skills-based study sessions that incorporate one or more art forms • In-depth age and skills appropriate learning opportunities • Hands-on, participatory creation and/or learning in at least one art form that may culminate in exhibitions, productions or • demonstrations Collaboratively designed, planned, taught and evaluated by the participating teacher(s), teaching artist(s), and other school community • members and address NYS learning standards Letter of Commitment Between school/organization outlining partner support (monetary or otherwise), roles, responsibilities • Public School • On school letterhead and signed by principal • Community-Based Organization • On partner letterhead signed by director of organization •

  24. Funding Limits Up to $2,500 *per project, $5,000 max

  25. Budget GRANT CANNOT FUND FULL PROJECT BUDGET • Can cover up to 75% of project • Must demonstrate match of 25% of grant request in cash OR in-kind (5% cash minimum)

  26. INDIVIDUAL ARTIST COMMISSIONS

  27. Who can apply? • Professional artists at least 21 years of age • Legal address of applicant or studio must lie within Albany, Rensselaer or Schenectady Counties • Project must take place in the same county • Valid photo ID must be submitted with proof of residence

  28. Ineligible • Students that are or will be enrolled in high school or a full time degree program

  29. Award $2,500 Should cover entire project budget
