Background & Council Direction • December 18, 2018 – discussion on Cost of Living Pay Increase for Non- Union Employees (in closed session). January 29, 2019 – report prepared by Gerald Walsh Associates Inc. • February 5, 2019 – Non-union salary administration RFD • “That Council approve the non-unionized 2018-19 retroactive adjustment at 2.38%.” 2
Background & Council Direction • February 19, 2019 – Council Approval of salary ranges, salary framework, directs policy be drafted. “That Council approve salary ranges for non-unionized personnel…and approve the salary framework recommended…including, without limitation, that Council is responsible for approving new salary ranges and the annual budget; and that these and other relative aspects be drafted in a related policy for Council consideration.” 3
Policy HR-06-019 Salary ranges previously-approved • New starting salary would default to minimum rate • Consideration can be given to: • • Candidate bringing significant knowledge, skills and experience to the position; • Candidate’s previous salary; • Market salary rate for the role; and/or, • Salary relationship to subordinates, peers, and supervisor. 4
Policy HR-06-019 Increases driven by CPI and performance • 5 year rolling CPI calculated on NS – All Items (as determined • by Statistics Canada) Requires that all employees have annual performance review. • s.4.2.3 - The annual performance review shall generate an overall performance evaluation rating, ranging from Unsatisfactory to Superior. Each of these ratings will be associated with an increase percentage 5
