Background • ICT is one of the key procurement categories prioritised by the LGA; construction, social care, energy are among the others • ICT leadership provided through SOCITM and the Local CIO Council • A National ICT Strategy was published by the LGA’s National Advisory Group in summer 2014 • It is estimated that Local Authorities spend £2.5bn each year on ICT, with £1bn of this spent on software applications and related services

  4. NatCatStrat 1- what did we do? LASA Development and Encouraging the take up of the LASA framework in order to reduce the Framework Delivery enabling technology costs associated with key LA business processes. Supplier Relationship Commercial MoU arrangements and / or better implementation of existing Development contracts and frameworks. Develop a network to support Councils with outsourced ICT services. Data Hosting Reduce expenditure through the sharing of existing assets, personnel and a collaborative commercial approach. Wireless Concession Share documents with any Local Authority working alone or as a group to deliver wireless concession agreements. To be led at local or regional level. eAuctions Deliver significant savings by enabling organisations to aggregate their commodity requirements and maximize buying power. ICT Council Framework Review available public sector framework usage locally and then help to Awareness identify opportunity gaps for framework adoption. Focus on LASA • Flexible access through direct award and further competition • Catalogue approach to provide more transparent pricing • The framework has proven to be extremely successful: Total order value in 2015/16 was approx. £24m – Total order value since commencement of framework approx. £37m –

NatCatStrat2- why do we need one? 1) Because from a Procurement/Contract Management Point of View:- • Suppliers dictate to us because we act disparately • Councils pay very different prices for exactly the same product/service and need to demonstrate we are getting vfm • We get locked into long term, inflexible arrangements • Markets shape us, we are not shaping the markets

NatCatStrat2- why do we need one? 2) Because from a UK PLC Point of View • Need to build a sound platform for digital government • Prepare for 5G • Ensure improved cyber security and anti-fraud • We want to encourage SMEs and innovation • Want to underpin joined up working across the public sector

NatCatStrat2- why do we need one? 3) Because from a Local Government Point of View • Need to determine how we can better enable mobile working • Want to accelerate shared services agenda • Want to show true collaboration • Need to look after local government’s reputation with taxpayers and central government • Increase levels of self service by residents • Want to support work to join with wider health sector through devolution, integrated health, social care etc
