OPERATIVE NAPIER DISTRICT PLAN Current Port Noise Maps are City of Napier District Plan Rule 28.15.1 includes: produced to satisfy City of Napier Part (a) noise limits, most notably 65 dBA L dn (5 day) District Plan Noise Rule 28.15.1 applying at the Port Inner Noise Control Boundary (right). Updated annually and Part (b) noise monitoring and reporting included in the Port Noise Parts (c) and (d) noise mitigation requirements with Management Plan. respect to the Current Port Noise Maps Part (e) Port Noise Liaison Committee Future Port Noise Maps are used for Part (f) Standards for the measurement and long-term planning, such as location assessment of port noise of the Noise Control Boundaries in the District Plan. They are infrequently updated.

  4. NATIONAL PLANNING STANDARDS The Operative rules refer to New Zealand Standard NZS 6809:1999 Acoustics – ‘Port noise management and land use planning’ (the Port Noise Standard). National Planning Standards require application of the Port Noise Standard, specifically the measurement and assessment provisions.

PORT NOISE STANDARD The Standard recognises the need for ports to operate in an effective manner and provides guidelines to ensure that the adjacent residential communities can co-exist with ports and their associated activities. This is achieved in two parts: Port Noise Management Plan (minimise effects, such as ‘bangs’ from container and log handling) Noise Control Boundaries (land use controls associated with the ‘hum’ of port operations)

NOISE MANAGEMENT PLAN Good-neighbour code of practice to minimise or manage the effects of port noise: Staff training Equipment selection Safety alarms Night activities Tenants and contractors Noise monitoring Community engagement Updated annually with current Port Noise Maps. https://www.napierport.co.nz/community/living-near-the-port/

SUMMARY I recommend three material changes: Bluff Hill Noise Monitor Update the Port Noise Control Boundaries to better reflect the noise effects envelope Improve the mitigation provisions for new dwellings within the Outer Noise Control Boundary Improve the mitigation provisions for existing dwellings within the Outer Noise Control Boundary In my opinion, the proposed changes align with current best practice.
