  1. Modernizing Membership: Supervision Specialty for ECEs Presentation Script Slide 1 Welcome to today’s presentation by the College of Early Childhood Educators. I’m Emily Zbieranowski, Policy Analyst at the College. With me is Rachel Lafferty, Education Programs Specialist at the College. We’ll be guiding you through the material today – the presentation takes approximately 15 minutes to view. We’re doing several recorded presentations on topics related to entry into the profession and modernizing membership. Today’s presentation addresses a proposed new membership group for ECEs with the College. This presentation will provide you with background information for you to use to complete a brief survey and provide us with feedback about the proposed membership group. The link to the survey will appear on the screen at the end of this presentation and should take approximately 10 minutes to complete. Slide 2 To provide you with a roadmap for the presentation – We’ll look at the current context and review relevant findings from research and earlier stakeholder consultations. We’d like to know what you think about the propos ed Supervision Specialty. Do you support it? What challenges do you think the College may experience if it proceeds with implementation? And any other comments you may have. We recommend that during this presentation you have a paper and pen with you to note your thoughts and reactions as we present the material, so that you have information ready to share in the survey.   3. Slide 4 The College’s current membership structure is very simple and straightforward. Currently, all ECEs are registered in a General Class. This means that all applicants must meet the same requirements for registration in order to become an ECE. And once applicants have become members, they must all meet the same requirements for maintaining their membership no matter their role or place of practice as an ECE. What this structure means is that the College does not make a distinction between ECEs based on different areas of practice. However, we know that there are advanced areas of practice within the early years sector. The College is considering whether to create membership groups for advanced areas of practice. It must be emphasized that if the College were to regulate advanced areas of practice, it must be for public interest reasons. That is, there must be a benefit to children, families, and the public for regulating that area of practice. Slide 5 Before we look at what advanced areas of practice might be regulated, let’s look at other regulators in Ontario. Do they regulate advanced areas of practice? There are some regulators in Ontario that have membership groups for advanced areas of practice. Examples are noted on the slide, and include regulators for nurses, dental hygienists, and dentists. In each case, a membership group is established for the advanced area of practice. In order to register in that specialty area, applicants must have completed additional education and practice in that area. College of Early Childhood Educators | February 2020 3

Slide 6 Thinking about the practice of early childhood education, the College is considering developing an Extended Class with a specialty for the supervision and administration area of practice. Establishing this class and specialty would recognize that supervision and administration in the early years sector requires additional knowledge, skill, and judgment in order to be practised safely, competently, and professionally. The College would be able to set standards of practice specifically for supervision as an advanced area of practice. And there would be clarity for the public because ECEs registered in the Extended Class would use a different designation that reflected their additional education and experience in supervision and administration.   5. Slide 7 In order to register in an Extended Class – Supervision Specialty, individuals would have to meet certain requirements that apply to all applicants. These include:  Submitting a complete application form and fee.  Being reasonably fluent in English or French.  Satisfying the College that they are of good character by providing certain information related to safe, competent, and professional practice.  Being eligible to work in Canada. They would also have to meet certain requirements that would be unique to the Extended Class – Supervision Specialty. These requirements would include:  Having education specific to the Supervision Specialty, which we’ll discuss next.  Having a minimum of two years of practice as an ECE in Ontario or another jurisdiction which involved direct interaction with children and families. The College proposes that individuals have a minimum of two years of practice since that is what is currently required under the Child Care and Early Years Act, 2014 (CCEYA) for ECEs to be in supervisory positions. Before ECEs take on senior administrative roles in early years settings, it is important that they have acquired experience first as ECEs practising with children and families. Slide 8 In terms of the education required for the Extended Class – Supervision Specialty, the College is considering as a standard – A minimum of three years of post-secondary education that includes successful completion of a graduate certificate program in early childhood administration in Ontario For many individuals already in supervisory roles, they would meet this requirement by having completed a two-year diploma program in early childhood education and a one-year graduate certificate program in early childhood administration. Typical alternative options would also be established as noted on the slide. Slide 9 In order to maintain membership in the Extended Class – Supervision Specialty, members would have to meet a number of requirements. As with all members they would be required to submit a renewal form and fee annually. They would be required to identify themselves as a RECE (Extended Class – Supervision Specialty) or as an ECE (Extended Class – Supervision Specialty). They would also be required to adhere to standards of practice for ECEs. A set of standards of practice for the Supervision Specialty would also be established which these members would be accountable to uphold. Finally, members would have to participate in the Continuous Professional Learning (CPL) program as designed for ECE (Extended Class – Supervision Specialty) members. On a related note, if the College proceeds with implementing an Extended Class – Supervision Specialty, the College will look at how members can move back and forth between the General and Extended classes. Please provide feedback by clicking on the link on the last slide of this presentation. The survey will remain open until March 13, 2020. It should take approximately 10 minutes to complete. Please note that all responses will be anonymous and confidential. We will not know who completed the survey. If you are an applicant or member of the College, your completion of the survey will have no impact on your registration status with the College.   8. Slide 11 Before we go to the survey, we’d like to conclude with a short note about next steps. Once the survey closes, responses will be collated and analyzed. The feedback will be presented to the Registration Committee for consideration. The Registration Committee i s a committee of the College’s Council with responsibility for advising Council on strategic policy matters related to the registration and renewal of members. We’d also like to note that change takes time and it may be some time before any change occurs. This is because amendments to regulations, which require governmental approval, will be needed before the College can implement an Extended Class – Supervision Specialty in its membership structure.
