  2. MTO Northwestern Region What we do at MTO? • Plan, design, construct and maintain the highways in Northwestern Ontario • Support Local Roads Boards • Operate 29 remote northern airports 2

  3. MTO Northwestern Region • One of five regions within the province • Region spans from Manitoba boundary to White River • 2,250 km of highway • 430 bridges/structural culverts 3

  4. NWR Map 4

  5. MTO – Organizational Structure NWR Director Ian Smith Program Planning Engineering Operations Dan Schutte Iain Galloway Wayne Prystanski 5

  6. Program Planning Office Establishes 5 year construction “plan” • Replacement of bridges and pavements • New highways – twinning/4 laning Northern Highways Program • Published annually • Shows current year, next year and years 3-5 • www.mto.gov.on.ca/english/pubs/highway- construction 6

  7. Engineering Office • Responsible for creating contract packages for construction projects • Responsible for long range highway planning • Manages assets – bridges, pavements, property, aggregate sources… • Manages highway corridor activities 7

  8. Engineering Office • Planning & Design Section • Corridor Management Section • Environmental Section • Traffic Section • Geomatics Section • Property Section • Geotechnical Section • Structural Section 8

  9. Planning and Design Section Preliminary Design Studies • Thorough review of condition of existing highway. • Examine factors such as pavement condition, horizontal and vertical alignment, lane and shoulder widths, roadside safety, etc. • These studies identify alternatives and provide recommendations for improvements. 9

  10. Planning and Design Section Highway Design • Detailed contract package comprising engineering drawings, specifications, special provisions and quantity sheets is developed based on recommendations from Preliminary Design • Contractors bid on work described in the contract package and the successful bidder undertakes the highway construction work. 10

  11. Corridor Management Section • Manages the highway corridor in accordance with legislation (Public Transportation and Highway Improvement Act). • This is accomplished through the issuing of permits for entrances, building and land use, signs and encroachments. 11

  12. Environmental Section Long Range Planning – route planning Environmental Assessment - class EA process Environmental Impact Assessment & Mitigation • Air Quality , Aquatic & Terrestrial Ecosystems • Archaeology & Heritage, Contaminants & Waste • Erosion & Sediment Control, Noise & Vibration • Social & Economic Conditions • Water Quality & Quantity, Wetlands 12

  13. Traffic Section Operations • Safety and operational reviews, speed zoning • Traffic signs, barriers, signals and illumination • Collision analysis and countermeasures selection Contract Preparation • Ensure the safety of existing, expanded and new highways • Ensure the safe and efficient flow of traffic through construction and maintenance zones Information • Acquiring, maintaining and distributing comprehensive traffic volume and collision data • Provide input to planning studies, traffic analysis reports, trends and land use data development 13

  14. Geomatics Sections • Engineering Surveys • Legal Surveys • Jurisdictional Work, Orders-In-Council • Remote Sensing-Drainage Studies • Records Management 14

  15. Property Section • Acquisition/Management of Property: • Property Appraisals Negotiations with Property Owners, • Title Searching & Document Registration, • Management of Excess (non-highway) Land Clearing the Proposed Highway Lands of Buildings & other Obstacles 15

  16. Geotechnical Section • Pavements • Pavement Assessment – conditions inspections • Priority setting - for pavement rehabilitation projects • Pavement Design – material types • Foundation assessment and design • Hazard Rock Assessment 16

  17. Geotechnical Section 17

  18. Geotechnical Section 18

  19. Geotechnical Section • Aggregates • Prospecting – finding new sources on crown land close to highway and bridge construction projects • Administration of Sources – issuing permits for pits and quarries; ensuring rehabilitation takes place after usage • Aggregate Sources – providing lists of aggregate sources for MTO contracts 19

  20. Geotechnical Section 20

  21. Geotechnical Section 21

  22. Structural Section • Manage 430 bridges and culverts  Biennial inspections  Design for rehabilitation/replacements  Designs for new structures  Construction liaison 22

  23. Structural Section 23

  24. Structural Section 24

  25. Operations Office • Oversee Construction and Maintenance contracts  21 active construction contracts worth almost 250 million  3 area maintenance contracts 25
