1. Incorporating research and innovation policy into the country's economic policies and strategies. 2. Improving the national management of the research and innovation system by strengthening political responsibility for the field with a dedicated ministerial responsibility. 3. Creating an independent, transparent and responsible Agency for the implementation of research and innovation policies. 4. Recovering the binary situation of the research and education systems in Moldova. 5. Safeguarding Moldova's public research and innovation capacities. 6. Taking firm measures to improve employment and wage opportunities, working conditions and career prospects for researchers, including talented young people and women. 7. Reviewing as a matter of urgency the framework for innovation by implementing a coherent set of policy measures to stimulate and support an attractiveness environment for business in research and innovation including non-financial instruments and abolishing the administrative barriers of accreditation.

(1) The The Nat atio ional nal Pro rogram ram in the field of Research and Innovation (National Program) is the main policy document whereby the Government sets development priorities and objectives in the field of research and innovation for 4 years and ensures synchronization with the strategic development program of the country, the sectoral strategies and the research framework programs of the European Union. (2) Th The Nat ational nal pro rogram ram is elaborated by the central specialized body of the state, which ensures the elaboration of the national policy in the field of research and innovation and is approved by the Government. (3) The The Natio ional nal progr gram is implemented through institutional financing and through research and innovation projects that correspond to the strategic development priorities approved by the Government.

Specific objective 2 Identifying the niches of Smart Specialization of the Republic of Moldova for the promotion of excellence-based research in strategic areas with relevance and impact on society and the economy Actions: 2.1Conducting the Entrepreneurial Discovery exercise (with the participation of Quadriple Helix actors - research, entrepreneurship, governance and civil society)
2.2 Concentration of the resources allocated to applied research, innovation and technological transfer, on the identified priorities and niches; 2.3 Promoting an ongoing dialogue on research priorities (identification, evaluation, review) with key stakeholders; 2.4 Introducing a system of permanent monitoring of national and international scientific and technological trends; 2.5 Annual evaluation of project results implemented on the basis of identified niches of Smart Specialization; 2.6 Reorienting support tools to areas and priorities with potential and relevance to the economy and society.
