Minimum Standards of Cross Country Design in New Zealand It is strongly recommended that this document is read in conjunction with the FEI document on Course Design 1. 75% of all fences deemed to be not a question or of technical nature must be of maximum height. 30% of all fences deemed to be not a question or of technical nature must be close to maximum spread. These fences must be of size and substance as not be able to fit the measurement criteria for the grade below. 2. The course must consist of at least 1 water and 2 ditches (1 of which must be outside the dimension of the grade below). A Stand alone Trakener or Ditch Palisade is not considered to be a question or of technical nature unless it involves further complications. 3. Must have combinations requiring "holding a line" and/or "requiring distance Control" 4. Must have 4 of the following technical questions: a) Corners  b) Chevrons  c) Drops or Terrain Questions  d) Banks  e) Into and out of darkness  f) Roof or Keyhole fences  g) Brushes or Bull Finch Fences 
