Merit Oil/Fuel Processors Current Site Operations • Used Oil Reclamation and Recycling This permit authorizes the facility to accept the following non- hazardous wastes for disposal, recycling, treatment, and/or energy recovery; – Petroleum-contaminated soils; – Used oils; – Oily solids; – Used oil filters; – Transformer oils/polychlorinated biphenyl (PCB) oils (<50 ppm); Spent antifreeze (ethylene glycol or propylene glycol) if managed separately from used oil or managed in non-hazardous oil mixtures

Merit Oil/Fuel Processors Documented Releases • January 1985 -4000-6000 gallons used oil from oil-water separator; Sheen in Smith Lake-1/4 mile x 1/8 mile -Cleanup conducted, poor documentation -Majority of free oil, impacted soil and vegetation removed; replanted canary reed grass • February 1985 Release of Solvent- relatively small scale

Merit Oil/Fuel Processors Documented Releases (Cont;’d) • July 1986 - Up to 3,000 gallons bunker oil from oil-water separator; contained within drainage and largely recovered; did not impact Smith Lake -Impacted soil removed per DEQ inspection -Discharge pipe capped in 1986 and facility connected to City sanitary sewer • March 1987 -Release of ~100 gallons of petroleum liquid from beneath tire pile to wetlands. -Cleanup completed per DEQ records .

Merit Oil/Fuel Processors Investigations Investigation Findings SITE UPLAND • COCs include petroleum and related constituents, metals, volatile organic compounds (VOCs) • Contaminant concentrations above human health risk based concentrations were detected at a low frequency • Direct exposure pathways not currently complete (site buildings, structures, pavement) • Free-phase heavy oil range petroleum present in one well- subject of ongoing product recovery; not extensive. • Site Conditions Stable; No additional investigation needed unless site conditions change • Groundwater Monitoring to Continue

Merit Oil/Fuel Processors Investigations Investigation Findings (cont’d) PANHANDLE AND WETLANDS • Panhandle area contains aluminum dross (caustic pH) and localized foundry sands • Panhandle soil has eroded and sloughed into wetlands • Ecological hotspot levels (PEC) of lead and zinc, and to a lesser extent, arsenic and chromium, detected in soil and wetland sediments • Groundwater impacted metals (e.g., pH, lead, manganese, fluoride) • Surface water minimally impacted (except for fluoride), and does not appear linked to shallow groundwater • Flouride probably related to erosion of dross into wetland
