What is DGS? The DC Department of General Services: Manages the capital improvement and construction program for District government facilities. Provides building services for facilities owned and occupied by the District government, including engineering services, custodial services, security services, energy conservation, utilities management, maintenance, inspection and planning, repairs and non-structural improvements. Disposes of District real and personal property through sales, leases or other authorized methods

Why is the property being disposed? The property is being disposed because: It’s inadequate for continued District Government use. The building would require substantial capital investment for redevelopment. The property is not viable for the District to re- develop.
Statutory Requirements For surplus and disposition of DC government property: Surplus and disposition requirements apply to any lease from the District greater than 20-years or the sale of District property . A public hearing (meeting) is required prior to submitting a resolution for surplus designation to Council. A surplus resolution must be submitted to Council for 90 day review (excluding weekends, federal holidays and days of Council recess).
Next Steps The District will review all comments and concerns from the community to make their determination. The District will proceed with disposing of the property which includes council review.
