Project History � Woodlawn Road was closed through Fort Belvoir after September 11, 2001. The Fairfax County BOS renamed Old Mill Road from Rte 1 to Pole Road “Mulligan Road” � The U. S. Army agreed to replace Woodlawn Road with Mulligan Road from Route 1, extending through the Fort, to Telegraph Road � FHWA prepared an Environmental Assessment (EA) for both Mulligan Road and Telegraph Road, resulting in a Finding of No Significant Impact (FONSI) � FHWA is managing the design and construction of Mulligan Road. � Construction began on Phase 1 of Mulligan Road through Fort Belvoir in January 2009. Completion is scheduled for Summer 2010. 7
Project History � Once Mulligan Road is opened, through traffic congestion on Telegraph Road is expected to increase substantially unless Telegraph Road is also improved. � In a cooperative alliance, FHWA will also manage the design and construction of this segment of Telegraph Road. VDOT will acquire all right of way. � Fairfax County will provide additional funds to finance the project until VDOT can reimburse the cost. � A CIM was held in October 2008 for both this segment of Telegraph Road as well as the segment north to S. Kings Highway 8

Design Elements Mulligan Road (formerly Old Mill Road) • Realign the existing offset intersection of Mount Vernon Memorial Highway and Mulligan Road at the Richmond Highway (Route 1) intersection • Widen Mulligan Road from Richmond Highway (Route 1) to Pole Road and connect to the Mulligan Road-Phase 1 segment. Add a second left turn lane on NB Richmond Highway • (Route 1) to Mulligan Road • Install a raised median on both NB and SB Richmond Highway (Route 1) in the area of the Mulligan Road intersection 10

Woodlawn Plantation- Fort Belvoir Land Swap • As part of the Memorandum of Agreement (MOA), a land swap was approved by Federal, State, property owners, and other stakeholders. • Congress made 2.5 acres of Fort Belvoir property available (shown here in orange) in exchange for 2.5 acres of ROW along the existing Old Mill Road needed to widen the roadway. • This land swap is part of several strategies to mitigate impacts to Woodlawn Plantation. 14
Design Elements Telegraph Road • Continue the widening of Telegraph Road (Route 611) from a two (2) lane to a four (4) lane divided roadway from Beulah Street to Old Telegraph Road • Transition from four (4) lanes down to two (2) lanes from Old Telegraph Road to the northern-most Leaf Road intersection. Ongoing project coordination between the Telegraph Road • project and the new Wegman’s development. • Sound walls are being considered for the Alden Hills community 15
