Short description of the Norwegian atomic history Main tasks Plan and ensure decommissioning of the norwegian research nuclear reactors. a) Plan and ensure safe management and disposal of norwegian used nuclear b) fuels. Provide solutions for radioactive waste management from other sectors c) (healthcare, industry etc.), where there are no other approved solutions. Manage nuclear infrastructure on behalf of the state. d) Ensure and follow safety regulatory and security aspects at the facilities on site. e) Establish a communication strategy for the whole decomm-process. f) Provide technical design advisory, including an overall-strategy for management g) of norwegian nuclear waste. Participate at relevant international forums in order to develop competence, h) cooperation and experience. 6

Rules of engagement – Market dialogue • NND will share all our information with all participants on an equal basis. • NND will not share information obtained from a supplier to the other participants • NND will use the information obtained during the marked dialogue in our upcoming public procurement process. Any information provided by a supplier that NND can not use in a generalized form in the procurement process, must be clearly marked as such by the supplier. 10

Three main challenges to be aware of 1. Safety comes first - NND’s first priority is to sustain the safety for employees, contractors and for the environment. 2. We need to be able to follow all construction material from inception to final disposal 3. Operation and maintenance of all constructions and facilities need to be carried out alongside the on-site activities within decommissioning on our premises. 13
Important assumptions/guidelines 1. NND aims to reuse international best-practice methods and tools – we aim to procure established work methods with tools support, not the other way around. 2. NND has a number of existing tools that must be factored in when proposing solutions. 14
Other important factors • Use of international IAEA standards E. g. structure of budgets and work packages must follow IAEA guidelines in order to make our work comparable to other decommissioning projects • Reuse NND has a substantial amount of data/information with established tools and systems that we wish to reuse, at the same time NND wants the most efficient processes possible. • External interfaces Most practical work will be performed by sub-contractors, using diverse contract forms – methods and tools must be able to handle this. • Regulatory compliance Business of NND is managed and controlled by license framework, various legislations and regulations. All work processes must be compliant with all requirements, and NND must be able to report to all authorities on conformance to rules, regulations and requirements. 15

General guidelines The list is not exhaustive • Based on relevant local and international standards Compliant with Norwegian regulatory – legislation, licensing framework and regulations. • • NND aims to use BIM during mapping, planning and operation Possibility for mobile solutions with real-time update, used on-site – e.g. smartphone and Ipad apps • Ease of use – user friendly solutions – low barrier to enter for all user categories • • Integrations towards multitude of solutions preferable, emphasis on ease of integration • Reuse of data between functions and solutions. Flexibility – ease of change to accommodate changes in processes, regulations, official requirements • • Part of the information to be processed will be covered by Act relating to Protective Security Services (“ Sikkerhetsloven ”) and Act on Radiation Protection and Use of Radiation (“ Atomenergiloven ”). The solutions must be able to handle this. • NND has a large number of control reports to be sent to Norwegian authorities regarding waste management, radiation, doses, transport etc. NND is looking for solutions that help to ease this kind of tasks. • The IT tools must be able to follow the full life-cycle of materials used at site constructions and facilities. • NND aims to implement a solution that links together operations/maintenance-process and the decommissioning process. • NND plans to build new constructions/facilities. NND aims to use the same tools to support planning and building as well as decommissioning. 19
