About Gulf South Pipeline Company, LP • Gulf South, a subsidiary of Boardwalk Pipeline Partners, is an interstate natural gas pipeline which is regulated by the Federal Energy Regulatory Commission (FERC) and currently owns and operates approximately 7,000 miles of pipeline facilities extending from south and east Texas through Louisiana, Mississippi, southern Alabama, and western Florida, and ten natural gas storage facilities located in Louisiana and Mississippi. • Gulf South contributed approximately $4 Million to Texas in ad valorem and property taxes in 2017. Gulf South has approximately 300 employees in Texas. • Gulf South serves several industrial and commercial employers in Southeast Texas such as Exelon and Gateway Corrigan. It also serves local natural gas distribution companies, such as CenterPoint – Entex and Stevens Utility. • Gulf South has numerous interconnects with other interstate and intrastate pipelines and storage facilities which allow it to serve various on-system and off-system markets. 2

Willis Lateral Project Facts • This Project includes the construction of approximately 19 miles of 24- inch pipeline in Montgomery and San Jacinto Counties, Texas, and additional compression at existing Goodrich Compressor Station in Polk County, Texas to provide service to Entergy Texas, Inc. ’s proposed Montgomery County Power Station Project. • Gulf South anticipates construction will begin in the fourth quarter of 2019 and the facilities to be in service by May 2020. • The Project is expected to cost approximately $100 million. • Gulf South has estimated the Project will generate approximately $860,000 per year in new ad valorem and property tax revenue across Montgomery, Polk and San Jacinto Counties in the first full year of being in-service in 2021. 3

Why this location in the County? • Gulf South Pipeline is the proposed sole supplier of natural gas to Entergy’s Montgomery County Power Station Project in Montgomery County. • Construction of the proposed pipeline will utilize where possible Entergy’s existing utility right of way which extends from Gulf South’s existing natural gas pipeline (Index 129) in San Jacinto County to Entergy’s Montgomery County Power Station in Montgomery County. • By focusing on the existing utility right of way, Gulf South’s proposed design will have reduced impacts. 5

FERC Facts • Gulf South anticipates filing an application for a Certificate of Public Convenience and Necessity with Federal Energy Regulatory Commission (FERC) mid-June 2018. • FERC will prepare a publically available Environmental Assessment (EA) to evaluate the environmental impacts of the Willis Lateral Project, including the impacts of construction and operation of facilities by Gulf South. • Gulf South forecasts receiving FERC’s Order Granting Certificate of Public Convenience and Necessity by May 2019. 7

Survey Permission and Surveys • Survey permission is an agreement that allows Gulf South to access a landowner’s property to conduct on-the-ground inspections and surveys. • These activities typically include civil surveys, wetland evaluations, and inspections for endangered species, cultural or historic resources, and other environmental surveys. • These surveys provide us information to make informed decision on the route as it pertains to an individual landowner’s property. • During this phase, landowners may discuss with Gulf South pipeline route on their property. 9

Committed to Pipeline Integrity and Safety • Through pipe manufacturing and pipeline construction, Gulf South will methodically inspect and test to ensure highest quality. • Once operational, Gulf South monitors (24/7) and commits to safe operations through its Integrity Management Program (IMP) which enables Gulf South to prioritize inspection activities, assess and evaluate pipeline integrity issues, and implement improvements and other preventive measures. • We monitor the facilities closely: • Can see pressures on the pipeline at our gas control center • Scheduled inspections • Periodic internal inspection tool runs utilizing a “smart pig” • Flying the right-of-way • Driving/Walking the right-of-way • Cathodic protection to mitigate corrosion • Operator and maintenance personnel training • Written pipeline safety information is distributed annually to neighbors, residents and businesses located near our facilities (as well as emergency officials and excavators). 11
