Community Independence Pilot Project  CIPP, a court program, was developed during a series of stakeholder’s meetings to discuss Laura’s Law.  The group’s composition consisted of: • consumers of mental health services, • family members, • mental health advocates, • Board of Supervisor’s staff, • the court system, • Office of Conservatorship, • UCSF Department of Psychiatry, providers of mental health services, • Office of the Public Defender, • and the Department of Public Health.

LPS’ Community Independence Pilot Project is designed to:  Assist persons meeting LPS conservatorship criteria living in their community in the least restrictive setting,  provide community outreach and resources, and  support these individuals to maintain independence and stability. The program used existing resources.

  4. Participation in CIPP  Requires identification by a licensed mental health professional, public defender, or district attorney.  A series of multiple hospitalization and a history of non-treatment compliance when living in the community.  Meets criteria for LPS conservatorship and be under a Temporary Conservatorship or and General Conservatorship and subject to an “Affidavit B”. The program is voluntary, due process is followed, and participation requirement is explained to the individual by the treatment provider and their appointed counsel. Additionally, the appointed counsel, designated DA and Deputy Public Conservator and community provider must reach consensus to include the person .
