GENERAL INFORMATION Introduction About CBRN NAP Purpose : Set forth strategic objectives and define concrete actions to mitigate risks � posed by CBRN materials Identify priorities for improving national capabilities in the area of prevention, � detection, preparedness and response Prepared within the framework of the European Union CBRN Centers of Excellence � (EU CBRN CoE) initiative Funded by the European Commission (EC) � Implemented in cooperation with the United Nations Interregional Crime and Justice � Research Institute (UNICRI) and the European Commission Joint Research Centre (JRC) 3 workshops in Podgorica � National CBRN Team (experts from 14 state entities) � Discussion facilitated by the experts from UNICRI and the EC JRC � Participation of other organizations (OPCW, 1540 Committee…) �

3rd WORKSHOP BIO Component Important issues discussed • Identify existing national capacities and gaps in the national bio-risk mitigation strategy • Elaborates concrete actions to fill in gaps • Prevention: − Primary and secondary legislation for the prevention of spread of communicable diseases − Reporting of outbreak of communicable diseases, epidemiological network, electronic communication − Information exchange about outbreak of zoonotic diseases − Mapping of laboratories/institutes handling pathogens, including biosafety levels − Biosafety and biosecurity measures for facilities handling bio materials − Mapping specialized treatment facilities for highly infectious patients (quarantine) − Disposal of biological waste (labs/hospitals) − Cooperation with border police/customs with regard to implementation of WHO IHR

STRATEGIC OBJECTIVES CBRN NAP Structure Identification of priorities • Enhancement of: - training capabilities on biosafety and biosecurity - awareness on RN safety and security at ports PREVENTION - inter-agency coordination and cooperation •Improvement of information exchange between authorities in charge of export licensing and customs bio-security in laboratories • Enhancement of: - capacities for mobile detection and qualitative analysis of chemicals - detection capabilities for chemical and RN materials at border crossing points • Establishment of channels of cooperation and communication with relevant laboratories DETECTION for sampling and identification of chemical materials • Improvement of quality of diagnostic results • Contribution to the establishment of a regional network of reference laboratories • Establishment of unit for treatment of poisoned persons with trained toxicologists in case of accidents involving chemical materials PREPAREDNESS • Improvement in information exchange on human and animal infections diseases with AND neighboring countries RESPONSE • Provision of CBRN response team with adequate training and mobile equipment
