Rough Sleeping Reduction Strategy 2017-2020 Launch - 17 th July 2017 • DRIVERS: numerical, political, general public, safety (for everyone), enhance & protect current good practice, gaps in provision, consistency in approach & moral requirement to help the marginalised • DEFINITION: use the Communities and Local Government definition but we have included Nightshelter residents • BASELINE: 99 but note evidence suggesting over a month 120- 130 people may have to sleep rough at some point. The May baseline is 82 • RESOURCES: specifically £292k for Nos Da Kernow, £850k from reserves. Also existing commissioned services, Housing Benefit, Discretionary Housing Payments & CHL Transformation & Change Plan
Rough Sleeping Reduction Strategy 2017-2020 Launch - 17 th July 2017 What do people with lived experience of sleeping rough say they want - The high tolerance in Stage 1 supported accommodation did not meet everyone’s needs. Many felt that they needed an environment where there was no choice but to be clean and dry - Couple’s not being able to access supported accommodation - Lack of support for people in their own tenancies - Lack of availability of affordable accommodation generally - Limited access to facilities including being able to have a shower and clean clothes - Limited access to somewhere positive to go in the day time - The importance of being treated with dignity so people can improve their self-worth and see a positive future - The importance of considering people’s individual circumstances and how services can enable them to be more resilient - The importance of services being reliable and delivering what they say they will

Rough Sleeping Reduction Strategy 2017-2020 Launch - 17 th July 2017 People • An emphasis on prevention of rough sleeping Nos Da Kernow- Enhancing CHL’s response to rough sleepers – an additional specialist case worker to work in the East of Cornwall • Enabling multi-disciplinary teams- to work on an individual, locality and strategic level • Maintaining the Homelessness Patient Advisor for 1 year • Private Rented Sector Access Officer- to act as a broker between PRS sector and Rough Sleepers • Housing First workers- this approach is predicated on intensive personalised support delivered in an ‘own front door’ setting • Mental Health worker • Underpinned by an ‘enabling’ or personalised budget - some proposals have this built in
Rough Sleeping Reduction Strategy 2017-2020 Launch - 17 th July 2017 Short term Accommodation • Review Cornwall’s response during periods of Severe Weather • Maintain the No Second Night Out approach • Direct Access Hostel replacement • Look at innovative approaches; for example a Cornwall ‘Bus Shelter’ type project
Rough Sleeping Reduction Strategy 2017-2020 Launch - 17 th July 2017 Supported Move On Accommodation • Housing First approach in Cornwall. 2 workers committed to- need 5- 10 units for our most entrenched rough sleepers • New transitional accommodation in shared housing- similar to ‘Get Real’ scheme for young people – min 16 new bed spaces • Private Rented sector to assist churn in the supported housing provision- target of 30 tenancies facilitated per year

Rough Sleeping Reduction Strategy 2017-2020 Launch - 17 th July 2017 The Homelessness Charter Our Pledge to the Residents of Cornwall Through this Charter, stakeholders in Cornwall agree to work together to prevent homelessness and rough sleeping and will support those affected into regaining their independence to deliver our vision: “To make sure no - one has the need to sleep rough in Cornwall by 2020” Cornwall ’s Strategic Rough Sleeping Reduction Partnership: Principles of Working Together There is an underlying principle that as citizens of Cornwall, whether service commissioner, housing provider, community group or individual with the desire to help, we need to work together to provide a consistent message and response to people sleeping rough to support them in improving their lives.

Rough Sleeping Reduction Strategy 2017-2020 Launch - 17 th July 2017 Grant funding for Rough Sleeper Prevention Projects Key principles: • New approach • Cornwall wide • Focus on prevention but will support ‘flow’ and ‘returners’ • Co-located multiagency team • Each agency brings unique skills and offer e.g. additional workers, bed spaces, office space
Rough Sleeping Reduction Strategy 2017-2020 Launch - 17 th July 2017 Bid commitment Expected to support over 300 people across the two year project • • 200 of the cohort are expected to avoid rough sleeping • Assistance will be provided to 100 people who are ‘flow’ or ‘return’ rough sleepers • Follow up – 3, 6, 12, 18 and 24 months • Outcome focused – return on investment measured • Committed to work with CLG on developing practice and monitoring systems
