  4. LAMS How good is the Service we provide ? QUALITY BEST VALUE = COST

  5. How can we be sure we are providing the appropriate quality of service ? Land Services Street Cleansing Environmental Protection Act (EPA) 1990 Code of Practice on Litter and Refuse Cleanliness Index Monitoring System (CIMS) Local Environmental Audit Monitoring System (LEAMS)

  6. Principles Street Cleansing Land Services Grounds Zones 5 main zones (in South No. of zones kept to minimum Lanarkshire) Simple ABCD Simple ABCD Grading Prescribed Endeavour to reflect both the Response Times quality and cycle of maintenance Weed presence ; Dog Litter ; Dog fouling ; Bins ; Other Adverse fouling ; Vandalism ; Graffiti Quality Factors Bins ; Graffiti Ground Conditions ; Watercourse conditions

  7. Weed growth Access paths obstructed Arisings present (high presence) by growth Poor overall presentation Decomposing leaves Cuttings left in beds Tails left after last cut

  8. Land Services Grounds Zones No. of zones kept to minimum - 3 Zone 1 - High Amenity Town / village centres Bowling greens Golf courses Civic buildings Memorials Operational cemeteries Play areas (not surrounding grass)

  9. Land Services Grounds Zone 2 - Standard Amenity Approaches to towns Road verges Housing sites Open spaces Education ground Sheltered housing Recreation areas Closed cemeteries

  10. Land Services Grounds Zone 3 - Low maintenance Areas of 7 cuts or less Woodlands Structure beds (soil based) Wild flower zones Rights of ways

  11. Land Services Grounds Grade A - Excellent Standard

  12. Zone 1: Grade A - Excellent Standard YEAR ROUND WINTER POINTS Virtually weed free SUMMER Defined edges ( banked Cultivated soil areas No arisings on paths or up) roads Defined edges No accumulation of leaves Good overall presentation

  13. Zone 2 : Grade A - Excellent Standard YEAR ROUND YEAR ROUND WINTER Virtually weed free Virtually weed free SUMMER Cultivated soil No arisings on paths or roads Good overall Good overall Evidence of regular hand pruning Arisings collected or evenly spread presentation presentation Beds clear of arisings Evidence of a successful weedkill Defined edges Defined edges No accumulation of leaves

  14. Zone 3: Grade A - Excellent Standard YEAR ROUND Devoid of litter/ fly tipping Access paths clear of vegetation Overhead clearance

  15. Land Services Grounds Grade B - Acceptable Standard

  16. Zone 1: Grade B - Acceptable Standard Restore to A within 2 weeks Weed growth (low presence) WINTER YEAR ROUND SUMMER Evidence of regular pruning Defined edges No arisings on footpaths or Good overall presentation roads No accumulation of leaves/branches

  17. Zone 2: Grade B - Acceptable Standard; Restore to A within 4 weeks Weed growth (low presence) / Evidence of successful weedkill Evidence of regular pruning Defined edges; SUMMER Beds cleared of arisings mechanical or herbicide No arisings on footpaths or Fresh accumulations of Good overall presentation leaves/branches roads Weathered soil surface Grass areas tidy; i.e. strimming work done on last cycle

  18. Zone 3: Grade B - Acceptable standard Restore to A within 4 weeks Access paths clear of vegetation Overhead clearance Litter/ fly tipping present

  19. Land Services Grounds Grade C - Less than Standard Response times to restore to B Zone 1 - Within 1 week Zone 2 - Within 2 weeks Zone 3 - Within 3 weeks

  20. Zone 1: Grade C - Restore to A within 3 days Weed growth Accumulation of leaves /branches (medium presence) No arisings on footpaths or roads Defined edges Poor overall presentation

  21. Zone 2: Grade C - Restore to A within 2 weeks Weed growth Arisings present Decomposing accumulations of (medium presence) leaves No arisings on footpaths or roads Undefined edges Poor overall Cuttings left in Tails left after Poor overall presentation presentation beds last cut

  22. Grade C -Restore to A within 2 weeks Overhead clearance Access paths overgrown Litter/ fly tipping present

  23. Land Services Grounds Grade D - Poor Standard Response times to restore to B Zone 1 - Within 1 day Zone 2 - Within 1 week Zone 3 - Within 2 weeks

  24. Zone 1: Grade D - Restore to A within 1 day Weed growth Arisings on paths Undefined edges Decomposing /roads (high presence) accumulations of leaves Poor overall presentation

  25. Zone 2: Grade D - Restore to A within 1 week Weed growth Arisings on paths Arisings present Access paths Decomposing obstructed by growth accumulations of /roads (high presence) leaves Poor overall presentation Undefined edges Poor overall Cuttings left in Tails left after presentation beds last cut

  26. Zone 3: Grade D - Restore to A within 2 weeks Litter/ fly tipping present Access paths overgrown Overhanging branches

  27. Why Measure? • Provide base line • Self monitoring to assess continuous improvement • Demonstrate – effectiveness – value for money – compliance

  28. Previous Attempts • Statutory Performance Indicators – Maintenance cost per square metre • Ambiguous • Different interpretations • Input based specifications • No allowance for quality

  29. Be ne fits •Be st Value •Owne rship •Re so urc e s •Mo tivatio n •I nve stme nt

  30. F uture De ve lo pme nt •Pro mo tio n •De ve lo pme nt •E xte rnal Bo die s

  31. Methodology • Points awarded for each cleanliness grade – A = 3 – B = 2 – C = 1 – D = 0

  32. Calculation • Index calculated by counting number of sites at Grades A, B, C and D, i.e. – Multiply number of grade A sites by 3 – Multiply number of Grade B sites by 2 – Multiply number of Grade C sites by 1 – Multiply number of Grade D sites by 0

  33. Example • Survey 90 sites – Grade A 11 sites x 3 = 33 – Grade B 70 sites x 2 = 140 – Grade C 8 sites x 1 = 8 – Grade D 1 site x 0 = 0 • Actual Score 181

  34. Calculation • Total these four counts to give actual score • Calculate theoretical maximum score (if all streets were Grade A) – number of areas surveyed x 3 – in our example 90 areas surveyed x 3 = 270

  35. Calculation Quality Index = Actual Score x 100 Maximum Score Quality Index = 181 x 100 = 67 270

  36. Quality Index • Index of 100 represents an area of horticultural excellence • Index of 0 represents an area badly needing attention (grade D)
