  4. Meth Interdiction • In 2017 the Highway Patrol hired four troopers whose sole focus is removing methamphetamine (meth) from South Dakota's roadways. • The four troopers are stationed in Belle Fourche, Rapid City, Watertown and Vermillion. • Since 2017, these four troopers have made 1,961 drug arrests and removed 182.5 pounds of meth from the highways. • They also seized 2,376 pounds of other drugs.   6. Innovation in GIS The Office of Emergency Management received a Special Achievement in GIS (SAG) Award from Esri, a GIS company. The office has used the Esri GIS technology to enhance the state’s capacity to prepare for and respond to emergencies . South Dakota Department of Public Safety 6

Training and Exercises The Office of Homeland Security facilitated several trainings and exercises over the last year, all aimed at helping us to be prepared for a variety of man- made threats. • Statewide SWAT training; • Over 300 hours of ALICE (Alert, Lockdown, Inform, Counter, Evacuate) training for schools, healthcare providers, businesses, churches, state agencies and other organizations; • Active Threat Plan writing course, along with numerous tabletop exercises across the state; • multi-jurisdictional improvised explosive device security planning series for both sides of the state. TSA Fingerprinting • A TSA-based background check is required for CDL holders with a hazardous materials endorsement. • The private company providing TSA fingerprinting for western South Dakota has closed. Only one private company in Sioux Falls was left to provide the service. • Driver Licensing worked with TSA to become a certified fingerprinting site at the Rapid City exam station, thus providing a critical service to western South Dakotans. Grant Accountability • The Office of Highway Safety recently received a national record of five commendations from The National Highway Traffic Safety Administration (NHTSA) following its triennial federal management review of all Highway Safety internal practices, financial transactions, and compliance with federal code and regulation. • Victims’ Services, as part of its move to DPS, now requires supporting documentation from subgrantees prior to making grant payments to ensure that funding is used only for grant- allowable expenditures. Highway Patrol Division (pg. 9-14 LRC Budget Brief) ➢ Includes Highway Patrol, Accident Records, Highway Safety and State Radio. ➢ Funding Sources: o General Funds – 4% o Federal Funds – 23% o Other Funds – 73% ➢ FY19 Request: o $480,000 Federal Funds for Motor Carrier – this will align the budget with a change in the federal motor carrier grant, which has allowed more personal services to be charged to the grant. Emergency Services & Homeland Security Division (pg. 15-20 LRC Budget Brief) ➢ Includes the Office of Emergency Management, State Fire Marshal and the Office of Homeland Security. ➢ Funding Sources: o General Funds – 12% o Federal Funds – 85% o Other Funds – 3% ➢ FY19 Request: o $30,000 Federal Funds reduction – moved $30,000 in budget authority from Homeland Security to Administration. o 2 FTE requested – add FTE under Fire Marshal’s Office for the boiler inspectors. Legal & Regulatory Services Division (pg. 15-20 LRC Budget Brief) ➢ Includes Weights & Measures, Driver Licensing, State Inspections and Victims’ Services. ➢ Funding Sources: o General Funds – 8% o Federal Funds – 46% o Other Funds – 46% ➢ FY19 Request: o $11,978 General Funds – this is the increase of 2.3% for provider inflation related to the Victims Compensation Fund. Special Appropriations Requests The department will be asking for your support on two special appropriations bills this year: ➢ State Metrology Lab: o $1,660,000. o The lab verifies the accuracy of standards (weighing devices/equipment) used by our state inspection program and private service agents to ensure fair competition between businesses and consumers. ➢ Disaster Fund: o $550,596. o Funding will cover the shortfall anticipated from our current open disaster declarations. o The disaster fund is backfilled with general funds as needed.
