Football Licensing Authority - FLA • The FLA was set up in 1990, under the Football Spectators’ Act 1989. • It was an independent public body, funded by the Department for Culture Media and Sport (DCMS). • Its mission was: – “ to ensure that all spectators, regardless of age, gender, ethnic origin, disability, or the team that they support are able to attend sports grounds in safety, comfort and security .” www.safetyatsportsgrounds.org.uk
Football Licensing Authority - FLA • It was responsible for implementing some of Lord Justice Taylor’s recommendations in his report on the Hillsborough Stadium disaster. • Monitoring local authorities’ oversight of spectator safety at international, premiership and football league grounds in England and Wales and • Ensuring through a system of licensing that all these grounds in the Premier League and Championship became all-seated. www.safetyatsportsgrounds.org.uk
The FLA wrote the Guide to Safety at Sports Grounds (Green Guide) which is now in its 5 th edition is used all around the world. It provides guidance to authorities and ground management in assessing how many spectators can be safely accommodated within a sports ground. www.safetyatsportsgrounds.org.uk
The FLA’s Safety Management (SGSG4) provides world class guidance on spectator safety policies, contingency planning, exercise planning and briefing, operation manuals, stewarding plans and medical plans. www.safetyatsportsgrounds.org.uk
