Localizing Ghana’s Nuclear Power Programme Key Requirement Built on 4 Pillars o • Continuous Stakeholder Involvement and participation • Competent Human Resource Development • #Capable Local Industry Involvement and Participation • Strong Government Commitment and International Cooperation The Drive for local industry participation rests on: o • The need for local industry to support the safe, sustainable and affordable operation and maintenance of Ghana’s nuclear facilities. • The need for local industry to participate in the appreciable quantum of business that Ghana’s nuclear power programme (esp. project phase) will generates. • Need for technology transfer, partnerships and upgrade of local industry. • Positive impact on GDP growth NPID-127540-PRS-003 3

Determining Localization Provisions o For embarking countries , 100% localization is not feasible due mainly to • High/Complex Technology Requirements • Stringent Nuclear Safety Requirements o What should then be the Localization Ratio? • Guiding documents prescribed approx. 10% – 30 %. But it is Country Specific • Conduct national analysis on local industry capacity and capability for each entry point (work closely with AGI, GhIE, GSS etc.) • Assess national data on local industry participation in developmental projects • Conduct site visitation, inspection and appraisal of local industry to qualify them into a nuclear industry association.  The objective is to properly and effectively direct supports and monitor application of any assistance for building local industry capacity NPID-127540-PRS-008 4

Possible Local Industry Entry Points Four major possible entry points available for local industry in NPP. o • Design and Planning • Manufacturing and Procurement • Construction and Installation • Operation and Maintenance Business generation for local industry at any of these points is substantial. o • Cost of equipment, components and materials used for construction of NPP represents approx. 30% to 40% of overall cost of the plant, [IAEA Doc.   12. Actions on Phase 1 INIR Recommendation & Suggestion for Industrial Involvement INIR Report o INIR Report was presented to the Ministry of Energy in May 2017. Recommendation Ghana (GNPPO) should develop a policy for national industrial involvement for the o nuclear power programme.  A Working Group has been constituted from stakeholders to work on policy for local participation in Ghana’s nuclear power programme. Actions on Phase 1 INIR Recommendation & Suggestion for Industrial Involvement Suggestion Ghana (GNPPO) is encouraged to engage potential NPP suppliers to better understand o where Ghanaian industry could participate and to develop awareness of the required quality standards and procedures for qualification of contractors.  IAEA & Vendor-Specific workshops for local industry ongoing NPID-127540-PRS-003 13

Concluding Remarks o A viable nuclear power programme relies on strong governmental support and national investment directed at progressively building skilled human resources, competitive industrial sector and local supply chain in a medium to long term national development framework. o It has been recognized that, Ghana has an extremely low current level of industrial capacity and capability. o It is therefore essential that active steps be instituted, as part of any policy, to introduce new capabilities and upgrade existing capabilities in the many different areas that a nuclear project will require.
