ICRC presence in Afghanistan
The Mission of the ICRC The ICRC is an impartial, neutral and independent organization whose exclusive humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance. The ICRC also endeavours to prevent suffering by promoting and strengthening humanitarian law and universal humanitarian principles .
Detention The ICRC visits prisons to make sure that detainees are treated humanly
Protected Population according to International Humanitarian Law (IHL) • People who did not and do not take part in hostilities (civilians) • People who do not take part any longer in hostilities (hors de combats: former combatants wounded, sick, prisoners / detainees, surrenders, dead)
The ICRC supports the re-establishment of family links In 2019, the ICRC facilitated 7,628 phone calls and the exchange of 5,212 Red Cross messages.
Health and Forensic: carrying for the dead Transport of war wounded and Human Remains During 2019, the ICRC facilitated the hand over of 2,104 human remains of dead fighters and civilians returned and transferred to their families with the support of the ICRC.
Protection of Civilian Population (PCP) The aim of the PCP action is to decrease/ eradicate the cases of International Humanitarian Law (IHL) violations in inciting parties to the conflict to respect fully their obligations. The different objectives are: • Identity the violations • Put and end of the current violations • Prevent their occurrence in the future The ICRC uses mainly a confidential dialogue with the parties.
Respect for the Medical Mission and access to health care • Health- care facilities, premises and transport • Health-care personnel including staff working in / on transport • All persons on the health care premises including the wounded and sick and their visitors, • Military health care facilities and personnel are included in above • Access to health facilities for the wounded and the sick. www.healthcareindanger.org @HCIDproject #ProtectHealthCare# HCID
4Qtr WHO report on attacks on health care in Afghanistan • 258 health facilities affected • 6 destroyed • 25 damaged • 193 closed • 34 reopened • 78 health care providers are severely affected • 18 killed • 28 injured • 25 detained • 7 released
ICRC/ARCS can assist people displaced primarily by conflict and natural disasters, but the primary focus is on conflict affected populations. ICRC/ARCS can only assist recent cases.
Examples of other ICRC activities • Ambulance service and first aid for people wounded in the conflict ( In 2019: The ICRC transported 1,326 paitents) • First Aid Training (In 2019, 1,056 People trained in 67 first aid courses.) • Orthopedics Services (Around 161,836 patients were assisted in our 7 Physical Rehabilitation Programme Centres.) • The ICRC reminds regularly parties to the conflict that even wars have limits • Dissemination IHL (Law of Armed Conflict) – 5,748 members of armed and security forces and 23,449 people (civilians) attended ICRC sessions in 2019
