Main Issues • Geographical dimension - waste transportation (between islands and to the mainland) – no recycling plants in the Azores; • Costs; • Technical support (specialized technics and equipment from mainland); • Small companies (economic structure; technical skills); • High fines for non-compliance; • Difficulties to shut down factories and other plants or facilities – ex. only one milk factory in a small island).
Strategy for enforcement and compliance • Inspectors do technical advise and promote good practice to the operators and define deadlines for implementation of measures by the operators; Close and friendly work together. • Notifications (warning letters) for compliance vs. fines; • Suspension of fines vs. implementation measures; • Last case - Process to apply fines
