Millennials & Baby Boomers are driving the great inversion in North American Cities: THE GREAT INVERSION • Culture Shift - Millennials want ‘other things’ than the suburban dream. • Baby Boomers want to walk to their favorite restaurant, have a bottle (or two) of wine and not have to drive. • Afgordability. • Traffjc Congestion - just becoming too much. • Variety & Amenities - more options for urban living and more access to amenities. • Health & Sustainability - people like to walk; paying more attention to sustainability - social, economic and environmental. 4

Reframing Growth REFRAMING GROWTH • Perception that Downtown should be where all intensifjcation happens. • Perception that gradual transition between Downtown & Suburbs not necessary or intended. • Winnipeg - refmected in lack of intensifjcation policies; over regulation; penalizing infjll through uncertainty (NIMBY, uniform fee/development cost structure; complex & risky system - no guarantees - Only major city in English Canada without infjll guidelines to allow growth. • Other cities - permissive intensifjcation policies & targets - some mandated by other levels of government; stripping away of regulation; incentivizing through pre-zoning, reduction in fees & charges on a district basis. 5
4. Reframing the Policy Framework REFRAMING THE POLICY FRAMEWORK • Pink Regulation. • Infjll Intensifjcation - Targets/Mandates. • Focus on the Missing Middle - targeted public policy. • Tools & Incentives. • Investments in quality urban amenities. 6
