Background Information 4
PURPOSE One of the recommendations in the Niagara Catholic District School Board Long Term Accommodation Plan 2016-2021 (LTAP) was to move the French Immersion Program from Holy Name Catholic Elementary School to Alexander Kuska Catholic Elementary School in the short term planning timeline of 2016-2018. The purpose of tonight’s meeting is to provide information on the process of relocating the French Immersion (FI) Program. 5
LONG TERM ACCOMMODATION PLAN 2016-2021 PLANNING PRINCIPLES The following Planning Principles were approved by Trustees at the February 23, 2016 Board meeting to help form planning decisions: 1. Ensure viable and sustainable Catholic schools and programs for all students. 2. Minimize the use of temporary accommodation/ facilities to address short, medium and long term enrolment pressures. 3. The Long Term Accommodation Plan will be in compliance with legislation such as the Accessibility for Ontarians with Disabilities Act, and will consider Daily Physical Activity, Child Care Centres with Before and After School Programs available at the school, the locations of Child Care Centres, Community Partnerships, and the community use of schools. 4. The Long Term Accommodation Plan will promote facility partnerships to market schools as a community resource within the Region, municipalities and not for profit agencies. 6

French Immersion Program " French Immersion programs help to develop strong fundamental skills in oral communication, reading and writing as well as to provide students with an understanding of the cultures of French societies by integrating cultural study into daily language." French Immersion Program • French must be the language of instruction for a minimum of 50 per cent of the total instructional time at every grade level of the program. FI programs must include the study of French as a second language and the study of at least two other subjects taught in French. • Subjects must be selected from the following: The Arts, Social Studies (Grades 1 to 6) or History and Geography (Grades 7 and 8), Mathematics, Science and Technology, and Health and Physical Education. 12 12
French Immersion Program French Instructional time English Language Instructional time in shaded area Subjects that may be taught in French are: French Language Arts, Religion, Math, Science and Technology, Social Studies (History & Geography – intermediate grades), Music, Visual Arts, Drama/Dance, Health and Physical Education. Choice of subjects to teach in French may depend on the availability of staff able to teach that subject in French (i.e. Phys. Ed specialist) 13 13
French Immersion Dual Track Delivery Model ➢ Dual track schools offer two parallel programs. FI students share the school with the English students. ➢ All announcements and communications with parents are done in English. ➢ The Core French students benefit in shared activities with the FI students. 14 14

RELOCATION IMPACT Transportation Eligibility & Service Students in Grades 1 to 8 are eligible for transportation if they live 1.6km or greater from their home school. Currently at Alexander Kuska: – 23.5% of students live within the walk zone of the school; – 50.8% of students are eligible by distance; and – 25.7% of students live outside of the school boundary and are not eligible for transportation from their home address. Currently there are five(5) buses serving Alexander Kuska. Currently 100% of students are on the bus for less than 30 minutes. 19 19

RELOCATION IMPACT French Immersion Transportation Eligibility Students in Grades 1 to 8 in French Immersion are eligible for transportation if they live 1.6km or greater from their program school. Based on Current Year FI enrolment moving from Holy Name to Alexander Kuska: – 9.8% of students live within the walk zone of the school; – 82.6% of students are eligible by distance; and – 7.6% of students live outside of the school boundary and are not eligible for transportation from their home address. With the move, we project eight (8) buses will serve Alexander Kuska. Currently at Holy Name, 100% of students are on the bus for less than 45 minutes with 3% on the bus between 31 minutes and 45 minutes. 21 21

RELOCATION IMPACT School Bell Times In policy, every effort will be made to keep student rides time under one hour. To maintain reasonable student ride times, deliver on-time service and respect transportation efficiency, NSTS has requested Alexander Kuska alter bell times: • Current – 8:45am to 2:59pm • 2019-20 – 9:10am to 3:30pm Later bell times at schools with large school boundaries, including rural and French Immersion schools, provides NSTS with the ability to respond more effectively and efficiently to students who move, change daycares or if ride times are becoming too long. 23 23
RELOCATION IMPACT Notifications In May, letters will be sent home to all home school and French Immersion students at Alexander Kuska and Holy Name with preliminary transportation information for the 2019-20 school year. Families are encouraged to update home and daycare address information with the school prior to the summer break to ensure they have transportation arranged for the first day of school. Bus route information is available mid-August using the secure parent portal on the NSTS website, www.nsts.ca. NSTS staff are available during the summer months to respond to parent transportation questions and support the transition. 24 24
