Improving Neighborhood Appearance Code Enforcement 2014 Update to Tukwila City Council April 7, 2013
The Problem Illegal garbage dumping at a vacant house. Neighbors complained of the sight and smells. Foreclosure property. From first complaint until clean up completed took three months (relatively quick!) City hired private contractor at a total cost of $1833.26. Owner paid in full within two weeks.
The Problem
Response to Community Concerns • Streamline code enforcement process • Add temporary staffing • Involve the community
Streamline Process • Immediately issue Notice of Violation when property owners fail to comply with initial correction notice • Shorten compliance deadlines • Initiate abatement actions • Monitor and report back to Council • Create Abatement Triage team
Add Temporary Staffing • Contract .5 FTE Code Enforcement Officer • Reassign Administrative Support as Acting Code Enforcement Officer who will focus solely on residential nuisance abatement • Hire full-time administrative support • Require rental inspections be performed only by private inspectors
Community Involvement • Community-wide “Spring Clean Up” – First weekend of June (tentative) – Site dumpsters in neighborhoods to encourage disposal of debris – Junk vehicle removal effort • Institute “free dump pass” program for code enforcement cases
Next Steps • CAP Briefing and Site Tour: April 29, 2014 • Long-term changes for 2015/2016 Budget
