  2. 2017-2018 Results I Can Do Anything Charter (Renewal 2019) • Serves Grades 9-12 • Specialty: Performing Arts & Multi Media • Annual Performance Review Findings: Minimally Compliant. Out of the 38 areas reviewed, there were four areas of concern/noncompliance. • ICDA is on a probationary, 3-year renewal cycle. Their charter is up for renewal in June 2019.

  3. Area of Non-Compliance #1 • A Washoe County School District financial review revealed the school has not complied with generally accepted standards of fiscal management with a negative cash flow balance and a year-to-date deficit as of March 31, 2018. • In addition, due to a student enrollment decline for the 2017- 2018 School Year, there is a projected deficit at year-end greater than the school’s fund balance. (NRS 388A.330)

  4. Area of Non-Compliance #2 • The school has experienced a decreased enrollment by approximately 35 students which equates to a decrease in Distributive School Account income by approximately ($243,000). If the school does not decrease expenses/adjust their budget, the school may not be able to meet their obligations by end of the 2018 Fiscal Year. (NRS 388A.330 (1)(b))

  5. Area of Non-Compliance #3 • Health Department inspection revealed non-compliance in food preparation. ICDA dropped the menu service plan with the District and elected to conduct their own private food service. • ICDA was asked to submit their food plan to WCSD to ensure adherence to U.S. Department of Agriculture Food Health Guidelines. A Corrective Action Plan was submitted, although food service procedures have yet to be re-evaluated by the Health department.

  6. Area of Non-Compliance #4 • The Office of Charter School Oversight does not have a listing of current members and their qualifications on file. (NRS 386.549, AB 171, and NAC 386.345) Corrective Action Plan was submitted. • On May 21, 2018 it was shared that ICDA did not have a complete board, and did not have quorum to conduct school business. ICDA enacted a plan to recruit and fill the vacancies. • As of June 1, 2018 a complete list of governing board members and their affidavits have yet to be filed with the sponsor.

NRS & School Performance • NRS 388A.330 states that a sponsor (WCSD) may reconstitute or revoke a charter if the charter fails to comply with generally accepted practices of fiscal management, has persistently under-performed, is a potential risk to the welfare of the school community, has a graduation rate of less than 60 percent in the preceding year, and pupil achievement and school performance is unsatisfactory.

ICDA Performance Trends • ICDA is the oldest running charter school, opening in 1998. • ICDA has persistently under-performed, maintaining a 1-star rating since 2012* (Official school ratings have fluctuated for high schools over the years, impacting reliability) • ICDA was declared a “Rising Star School” by the Nevada Department of Education in the 2016-2017 School Year. A compact was presented to the state, detailing a plan of support. • ICDA graduation rates have been consistently under 60% since 2012.

  10. PROGRESS MONITORING PLAN PROPOSAL

  11. Progress Monitoring The Office of Student Services presented to the Board of Trustees • on April 24, 2018 regarding the status of ICDA. The Board elected to place ICDA on a monthly progress monitoring plan in accordance to the identified areas of concern. On May 3, 2018, the Progress Monitoring template was shared with • ICDA. The ICDA principal is expected to create and submit goals related to the areas of deficiency no later than June 22, 2018. Progress monitoring plan must align to the identified areas of • concern from the performance audit & NRS 388A.300: Financial Viability, Academic/Graduation Goals, and Organizational Framework of Excellence .

  12. Progress Monitoring (NRS 388A.330) Progress monitoring will commence July 2018, and will be • conducted by the District’s Charter Liaison & any impacted District departments. Public notice of potential closure and the options before the Board • of Trustees will be shared with all parents/guardians, staff and students no later than September 2018. Public notice will serve to adequately inform the public of the • severity of the concerns, while re-confirming District’s support towards the school’s improvement. The public notice will communicate the sponsor’s intent to review • the progress of ICDA at a December 2018 Regular Meeting of the Board.

  13. Progress Monitoring (NRS 388A.330) The options articulated in the September public notice & voted • upon by the Board of Trustees in December 2018 will including the following: – Option 1: Continue with progress monitoring & allow the school to fully renew their charter in June 2019. – Option 2: Propose turnaround/re-constitution of ICDA school and board. – Option 3: Propose closure in advance of the June 2019 renewal window due to continued financial concern or threat to the general welfare of the school.
