ABOUT NOACA • NOACA is the federally designated metropolitan planning organization (MPO) for Northeast Ohio • Conducts multimodal transportation and environmental planning • Determines how federal transportation dollars are spent • Governed by a 45 member Board of local elected officials from 5 counties representing 166 local governments and 2.1 million people
