  4. Puget Sound Energy  Sold to private equity Macquarie Capital of Sydney, AU and Canadian pension funds in 2009.  Macquarie’s 44 percent share was sold to Canadian and Dutch investment funds in 2018.  10 percent ROI allowed by UTC  Largest carbon polluter of all utilities in Washington  PSE CEO is Chairperson of American Gas Assoc.  1.2 million electricity customers in 8 counties  Rates and Bills: 25% above state average  Poor reliability compared to public power 4

  17. PSE’s Residential Green Energy Programs Green Power Green Power Solar Choice Solar Choice  Renewable Energy  New program Certificates (Credits) –  PSE will buy the solar RECs electrons  Extra cent per kWh  $171 per month -> charge over regular $237 per month tariff (10 percent  38% premium over premium) regular tariff for 100  You buy the credit, not percent solar for 1500 the electrons kWh per month

  18. PSE’s Green Direct Program  For large users only  PSE buys new solar and wind energy by power purchase contract  City signs 10, 15 or 18 year contract  Replace existing Green Power (REC) tariff  For Bainbridge: Keep the lights on at City Hall (300,000 kWh / yr)  1.4 percent of total 26 MW Bainbridge load Source: PSE handout to COBI City Council

  19. Do nothing. (Let the State handle it.)  Senate Bill 5116 passed the House last Thursday.  100 percent “carbon- neutral” electricity by 2030  100 percent “carbon- free” by 2045  Replaces Energy Independence Act  Poison pills for new public power https://app.leg.wa.gov/billsummary?BillNumber=5116&Chamber=Senate&Year=2019#documentSection

  20. Public Power  62 Public Power Utilities In Washington State  Public Ownership and Management  Public Utility Districts, Municipal Utilities, Coops  60 Percent of Washington Load  Rates and Bills: State average 25% less than PSE  BPA-supplied public utilities average 15 times less carbon pollution than PSE per customer.  98% fossil fuel free in 5 years? 20

  21. Conclusions  We have to stop carbon pollution caused by burning fossil fuels.  PSE is the largest carbon polluting utility in the State of Washington.  PSE is planning to continue to pollute beyond 2035 .  PSE rate structures are among highest in Washington in spite of “economies of scale.”  PSE’s system-wide reliability is four to fourteen times worse than comparable regional public utilities.  Public power utilities have a much better record than PSE on carbon impact , rates & reliability .  Public power has offered the choice of carbon-free power by 2025 instead of 2045 at a lower or comparable price 21
