Housing & Health Housing Act 2004 Housing Health & Safety Rating System (HHSRS) • A tool to assess the safety and suitability of Housing for the purpose of Human Habitation. Applies to all existing domestic properties. • Provides enforcement tools to make landlords carryout works to ensure • properties are safe for habitation. HHSRS lists 29 potential safety hazards that can occur within domestic • properties. Once a complaint has been received from a tenant Officers will inspect • the property to identify any hazards. If necessary we will ensure that the landlord reduces identified hazards to an acceptable level.

Housing & Health HMOs and Licensing • “Houses in Multiple Occupation” often present the poorest conditions and greatest management challenges • HMOs will typically be shared houses, bedsits, flat conversions or a mixture of flats and bedsits • They may house a particular sector e.g. students/young professionals or unrelated, disparate people • There is a full spectrum of conditions from outstanding to horrific with everything in between • They provoke great interest e.g. the impact of students on communities, housing of asylum seekers
Housing & Health HMO Licensing – an overview • Mandatory licensing for 3 storey HMOs with 5 occupiers since 2006 • “Additional Licensing” of HMOs: – Where HMOs in a district are badly managed & have an impact – Council must consult and make robust case – Scheme operates for 5 years – Once declared it operates as if it were Mandatory Licensing • Landlords must apply for a licence & be “fit and proper” • HMOs are inspected and standards applied – fire, space, amenities, occupancy limit • Licence conditions are applied controlling management
