Stage 1A Capital Submission The Proposed Regional Laboratory Model will improve upon patient care and the quality of laboratory services while allowing for increased access to specialty testing, further coordination of services and program integration .
Stage 1A Capital Submission • 2 Hub and Spoke model for service delivery includes appropriate levels of service at all hospitals based on clinical needs – Maintains necessary core laboratory testing on-site at all hospitals – Allows for most specialty testing to remain in Hamilton, where it occurs today. – Identifies secondary hubs for other disciplines.
Stage 1A Capital Submission • Capital Submission – Proposes a “ Brownfield ” development in two geographies – Hamilton and Niagara – Estimated construction cost of $139M – Capital cost estimate will be further refined as the project moves into the next stage of the capital planning
Laboratory Medicine Network Primary Goal: To continue our journey to build a fully integrated, leading practice, best in quality, regional laboratory system serving both the community hospital and academic/ research hospital needs.
Laboratory Medicine Network • Focusing on Standardization, Consolidation, Specialization and Innovation , these organizations, representing 90% of the laboratory volumes and budgets, have partnered together under a Memorandum of Understanding: – Hamilton Health Sciences – Hotel Dieu Shaver Health and Rehabilitation Centre – Joseph Brant Memorial Hospital – Niagara Health System – St. Joseph’s Healthcare Hamilton – West Lincoln Memorial Hospital • Will build on the 2 Hub and Spoke Model and create a plan to further enhance quality, access and efficiency of laboratory services.
Laboratory Medicine Network – The People • Participating hospitals have formed a LHIN Laboratory Council (LLC) – Chaired by Mr. Eric Vandewall , President and CEO of the Joseph Brant Memorial Hospital. • Membership includes: • Medical Director, VP and VP Finance or Human Resources Representation at all participating hospitals • Chair, Department of Pathology and Molecular Medicine, McMaster University – David Langstaff, Executive Director, LHIN Laboratory Medicine Network • Working with the LHIN Laboratory Council and in collaboration with the Laboratory Medical Directors. • Responsible for the administration of laboratory services offered at each hospital laboratory in the Network.
Laboratory Medicine Network – The Plan Key Strategic Priorities for 2012- 2014 The 6 priorities are focused on improved quality, increased access, leading practices and standardization. 1. Quality Management Team 2. Microbiology Consolidation & Technology Deployment 3. Coordinated Transportation System 4. Genetics/ Molecular Diagnostics Strategy 5. Laboratory Reference Centre Development & Growth 6. Transfusion Medicine Standardization & Consolidation
Laboratory Medicine Network – The Plan Early strategic priorities for the Council include: • Formation of a Quality Management Team led by Laboratory Medical Director – Supports the LHIN Strategic Plan in the development of a single Laboratory Quality Improvement Plan • Detailed analysis of consolidation and standardization opportunities in the disciplines of Microbiology – Provides the infrastructure required for further integration of the network in areas of Transportation and Information Technology
