Introduction • No site has been selected yet for the Halswell Skate and Recreation Park. The Riccarton/ Wigram Community Board will make this decision. • There were 4 proposed sites; • Halswell Domain • Knights Stream Sports Park • Westlake Reserve • Scott Park has been removed following consultation due to less interest in the site from the community. • Halswell Domain & Westlake Reserve – not removing playground, however some relocation of existing equipment within the space may be required.
What is proposed? • T o develop a family orientated community space in Halswell that will include a skate area and may include other play and recreation activities. These may include for example; • Flying fox • Outdoor Fitness Equipment • Climbing Net • M ouse wheel • Shelter and seating • Outdoor BBQ • Skate area to be aimed at local skaters of a beginner to intermediate level – similar to Sheldon Park in Belfast → Advanced skaters tend to travel to Washington Skate Park.
What is proposed cont. • Site selection and consultation is required to find a suitable location within the greater Halswell catchment. • Once a suitable site is selected, site specific design will occur in consultation with the community. Design is specific to existing environment and will consider CPTED, any appropriate noise mitigation measures and ongoing maintenance. • Parks are provided for the entire community. Play and recreation activities, including skate are recognised as suitable activities for a sports park and consistent with the purpose of the three proposed parks.
Halswell Domain – beside playground Note: relocation of existing playground equipment may be required. No equipment to be removed.
Halswell Domain • Demographics - High under 14 year olds compared to the CHCH average (22.6% Halswell Domain Area unit vs CHCH average 20.4%). • Playground, car park, toilets, nearby bus stop (approx. 500m). • Shops located across Halswell Road (New World). • Not removing playground, however some relocation of existing equipment within the space may be required. • Best practice suggests suitable separation between skate areas and residential dwellings is at least 40m. Specific measures would be considered during detail design of skate park to limit noise. • CPTED (Crime Prevention Through Environmental Design) – site processes the best safety attributes – no evidence of vandalism or antisocial behaviour during site visit on 2/ 10/ 2015.
Westlake Reserve Note: relocation of existing playground equipment may be required. No equipment to be removed.
Westlake Reserve • Demographics - High under 5- 14 years compared to CHCH average (Oakland West Area Unit 5-9 years 6.4% vs CHCH 5.8% and 10-14 years 6.5% vs CHCH 5.9%). • Playground, car park, toilets, nearby bus stop on Westlake Drive. • Shops located at Halswell Road (New World) and some on Nottingham Ave. • Not removing playground, however some relocation of existing equipment within the space may be required. • Best practice suggests suitable separation between skate areas and residential dwellings is at least 40m. Specific measures would be considered during detail design of skate park to limit noise. • CPTED (Crime Prevention Through Environmental Design) – significant activity (playground use and walkers) in and around potential site. Existing toilets closed due to fire damage, and bottles and cigarette butts found. No graffiti or other evidence of unwanted behaviour seen at site visit on 2/ 10/ 2015.
Knights Stream Sports Park
Knight Stream Sport Park cont. • Demographics - High under 14 year olds compared to CHCH average (23.2% Halswell West Area unit vs CHCH average 20.4%). Growth area, would expect young families to move into area. • Small playground across the road. Car park and sport pavilion to be built which includes toilets, bus stop at Longhurst M edical Centre (1.2km). • Primary School proposed to be built across road. • Shops at Longhurst – café’s etc. • Best practice suggests suitable separation between skate areas and residential dwellings is at least 40m. Specific measures would be considered during detail design of skate park to limit noise. • CPTED (Crime Prevention Through Environmental Design) – neighbouring properties have open fencing that provides good opportunities for oversight of park. Presently undeveloped on site visit 2/ 10/ 2015.
