FY 2017 Federal Budget • Federal Fiscal Year: October 1 st – September 30 th . • Operating under a Continuing Resolution (CR) until: December 9, 2016. • Will need a lame-duck session – Congress to reconvene: Nov. 14 th . • Funding options to approve all appropriation bills: o Approve appropriation bills (regular order) o New CR into new 115 th Congress o Omnibus vs. “mini-buses” • Likely to depend on outcome of the general election.

Appropriations - Agriculture Hispanic Education Partnership Grants Program • HACU Request - $40 million • President’s FY 2017 budget request: $9.2 million • House & Senate agriculture subcommittees: $9.2 M HSACUs Endowment Fund • HACU request - $10 million • President’s FY 2017 budget request: $10 million o House: $0 o Senate: $10 million
Appropriations – National Science Foundation • No HSIs program o The largest MSI group not receiving targeted NSF infrastructure development funding. • HACU Request FY 2017 - $30 million • For a competitive grants program to support HSIs o Research, curriculum, infrastructure development, etc. • President’s FY 2017 proposed budget: o Program for 2-year institutions – “…will publish guidance to encourage proposals from HSIs to existing NSF grant programs…”
Authorizations – National Science Foundation AUTHORIZATION House reauthorization of American Competes Act (May 2015): “Not later than 120 days after the date of enactment of this Act, the Director of the National Science Foundation shall establish the program described in section 7033 of the America COMPETES Act (42 U.S.C. 1862o–12) for Hispanic-serving institutions (as defined in section 502 of the Higher Education Act of 1965 (20 U.S.C. 1101a)).” --§1862o–12. Hispanic-serving institutions undergraduate program (a) In general The Director is authorized to establish a new program to award grants on a competitive, merit-reviewed basis to Hispanic-serving institutions… (2007)
Appropriations – National Science Foundation APPROPRIATIONS Senate CJS Subcommittee report: ◦ “Hispanic-Serving Institutions Program. Investment in STEM education is vital for American economic competitiveness, and Hispanic Americans are underrepresented in science and engineering disciplines. The Committee provides $5,000,000 …for NSF to implement an HSI Program that is designed to increase the recruitment, retention, and graduation rates of Hispanic students pursuing associate or baccalaureate degrees in STEM fields.” House CJS Subcommittee report: ◦ “The Committee directs NSF to establish an HSI-specific program no later than 120 days after enactment of this Act and demonstrate a $30,000,000 investment no later than September 30, 2017.”

Reauthorizations Higher Education Act (HEA) • Select HSIs issues: ◦ Allowable uses for Title V § International education - Yes § Medical field students - Not really ◦ Dual-designation for Title III & V § Multiple awards ◦ Request DOE publish a list of HSIs* * Update: DOE published list of eligible HSIs.
Reauthorizations Higher Education Act (HEA) • Another Congress without HEA reauthorization (due 2013). • Some action in Congress. • House Ed & Workforce Committee - passed five higher education bills. Focused on improving the financial aid process, enhancing consumer information & strengthening federal programs: • Simplifying the Application for Student Aid Act • HBCU Capital Financing Improvement Act • Strengthening Transparency in Higher Education Act • Empowering Students Through Enhanced Financial Counseling Act • Accessing Higher Education Opportunities Act (HSIs) • Full House passed the bills. No Senate action is expected.
Reauthorizations - HSIs Accessing Higher Education Opportunities Act (HSIs) • Introduced by Rep. Joe Heck (NV) • Expands allowable uses of HEA Title V funds to: o Help students at HSIs pursue a career as a physician, dentist or other health care professional and enhance existing support for Hispanic students pursuing their education. o Develop or expand access to dual or concurrent enrollment programs and early college high school programs. • HACU’s position o Concerns with original bill— narrowly focused on 1 academic area (medical) o Decided to support revised version

115 th Congress-What to Expect? • Begins in January 2017 & ends December 2018. • No Rep Ruben Hinojosa (TX)—retirement in 2016. • Possible new congressional leaders—pending elections outcome. • New Ed Committee leadership: House & (maybe) Senate. • HACU is restarting Congressional HSIs Caucus. • Will begin to recruit its chairs after the elections. • Will use Advocacy Center to recruit caucus members. • HEA Reauthorization has good chance to begin. • Immigration reform very possible—DREAM Act. • Criminal justice reform very likely.
