Our main const stitue ituent nts s – nation ional al statistic tistics s and plan lanning ing agencies ies of 21 PICTS • National Statistical agencies (technical support and training covering collections, analysis, dissemination and utilization of statistics) • National Planning agencies (ensure data and information needs are articulated and addressed, data easily accessible and utilized) => To facilitate better dialogue, HOPS decided last week to amend 2 nd PSSC structure (2013 – 2016), with planners becoming members of PSSC.

PLUS • Statistics providers in key line ministries o Education o Health o Agriculture (natural resources) o Treasury/Ministry of Finance o Central Banks, National Provident Funds Everyone collecting/producing/using official statistics in a country: National Statistical System
Our key challe leng nges es • Move beyond NSO to NSS emphasis – with NSO playing the lead/coordinating role regards official statistics – collection and dissemination – with regular dialogue between producers an users ensuring that is collected is also used (and useful to users) • Assist countries in aligning political / policy mandates with practical and sustainable statistical solutions – Better chance for traction if based on sound evidence, with quality/timely statistics and indicators indispensable for monitoring policy performance and development progress. • This is what the NSDS process is all about.

Current t St State of St Strate tegic gic St Statistica stical l Pl Planning ng in the Pacific ic Community ty • All countries have some sort of (annual) work program/ corporate plan (despite this, many statistical activities in most countries are implemented in response to available funds/donor requests - not necessarily determined by national needs (content/timing) for such data/information) • Most PICs make reference to statistical developments in their National Development Frameworks (yet without commensurate strategic initiatives/budgets) • Up until only a few years ago (2010), no country had a NSDS in place, and less than a handful of countries had a statistical master plan/Strategic Plan

Cat atal alys ysts ts for recent developments • 2010 HOPS ( adoption of TYPSS, establishment of PSSC), with NSOs opening up to pursue a more Statistics-wide approach • PIC development partners getting more strategic o questioning wisdom of continued ad hoc investments in statistics, without overall strategic policy /planning framework – e.g. WB; multi- donor sector SWAps; encouraging; o Encouraging countries to include statistics as worthy development objective in its own right (e.g. AusAID Partnerships for development) • Solid collaboration / partnership between Paris21 and SPC-SDD • Regular dialogue (attend each others’ key meetings) • Joint missions – pooling of resources

Way ay fo forwar ard d – op oper erat ating ng pr princ ncipl ples es • Tailor approach to NSO set-up o Where NSOs have no strategic plan ( Master Plan, Office Plan, Corporate Plan ) in place, SPC encourages development of one/assist where needed, to provide platform for effective Paris21-SPC- country partnership (premise: cannot expect development of an NSS, if key component of it, does not know where NSO is heading) • Initial planning discussion in-country with key players o Introduce NSDS approach, including design, implementation, and the role of advocacy ( purpose of today’s meeting) o Follow-up discussions with key agencies producing/ using statistics o Seek endorsement to proceed, and agree on way forward
