We met with DCP directors on 30 September • Have rates of ‘absconding’ increased over the past 12 months? • What is profile of children living at DCP House? • What are risks to Banjup residents? Banjup Residents Group 10 11 October 2015
DCP house is a safe normal residential home for problem children • Up to 4 children at any time – Boys and girls • Aged from 10-17 years – average 12-14 • Length of stay up to 2 years • 24/7 supervision by minimum 2 staff members – 2 x 3 shift – House manager – ½ psychologist • Close links with Police Banjup Residents Group 11 11 October 2015
Profile of children little changed since house opened • Suffered psychological and/or physical abuse • No family to live with; not suitable for foster care • Children carefully screened prior to placement – Fire-risk – Animal cruelty • Children encouraged to stay on property, unable to enforce • Some children are permitted to leave the property unsupervised Banjup Residents Group 12 11 October 2015
Sometimes children abscond • Prior to 12 months ago - BRG not alerted • Now - BRG alerted if children have been missing for >24 hours • According to DCP, rate of absconding hasn’t increased in the last 12 months • Most children go missing during planned, supervised excursions: – Local shops, schools – Youth Centre, sporting activities • Spend very little time wandering around Banjup • Typically with family or friends – most don’t live locally – returned by police • Sometimes involved in petty crime • Instances of children being moved on Banjup Residents Group 13 11 October 2015
What was result of meeting with DCP? • BRG continue to be alerted if children missing for more than 24 hours • Clear DCP aware of and listening to concerns of Banjup residents • Risk to other Banjup Residents is low; be vigilant • If concerned, report unknown, unaccompanied children to: – 9499 1084 – Phone number on BRG website Banjup Residents Group 14 11 October 2015

15:30 Planning Matters Ian Thurston Banjup Residents Group 18 11 October 2015
There are several planning matters current • Treeby as the new locality • Banjup / Jandakot boundary changes • 341 Beenyup Road • Airport land clearance • Calleya structure plan • Armadale Road upgrade • Rezoning 821 Armadale Road • Perth @ 3.5 Million – Future of north Banjup and Jandakot Banjup Residents Group 19 11 October 2015
“ Treeby ” and Jandakot boundary not yet approved • ‘Geographic Names Committee” approval needed • Meets in December • Should be a formality • Keep you informed Banjup Residents Group 20 11 October 2015
341 Beenyup is being revegetated Banjup Residents Group 21 11 October 2015
1,200 cubic metres mulch 28,000 native plants Banjup Residents Group 22 11 October 2015
Cockburn has dictated terms • Owner has committed to “ R evegetation Plan” • 2 year maintenance contract • Legal action pending – Hearing in November – Penalties up to $250,000 Banjup Residents Group 23 11 October 2015
Community pressure has paid off Banjup Residents Group 24 11 October 2015
Several other Banjup properties now subject to investigation by Cockburn • Banjup is an ‘environmentally sensitive area’ – No land clearance without permit • Do not operate a ‘ home business ’ that: – prejudicially affects the amenity of the neighbourhood – entails employment of any person not a member of the occupier’s household – occupies an area greater than 50m x 5m – entails the presence, parking and garaging of a vehicle of more than 3.5 tonne tare weight Source: SPP 2.3 Jandakot Groundwater Protection Policy Banjup Residents Group 25 11 October 2015
Jandakot Airport has cleared another 47 hectares Banjup Residents Group 26 11 October 2015
“Precinct 6” clearance was approved by Commonwealth Department of Environment Banjup Residents Group 27 11 October 2015
Clearance envisaged under Airport Master Plans 2009 and 2014 • Latest approval by Minister – 17 Feb 15 • 8,000 jobs at airport • $420 million in wages over 20 years • All the more reason to rezone north Banjup & Jandakot ‘Urban’ Banjup Residents Group 28 11 October 2015
Calleya revised structure plan will upgrade surrounding roads by end 2017 Dual carriageway Upgrade Roundabout Banjup Residents Group 29 11 October 2015
Armadale Road silliness will continue until full upgrade • Stockland paid $3.5 million for duplication and lights at Fraser Road – Commensurate with extra vehicles per day from Calleya – Not enough to extend to Tapper Road • Main Roads WA (state government) could not pay extra to avoid silliness to Tapper Road – $1.5 million Banjup Residents Group 30 11 October 2015
Armadale Road upgrade will likely start by end 2016 • $116 million from Commonwealth • $29 million from WA • North Lake Road flyover not yet funded – Lobby for commitment at: • 2016 federal election • 2017 state election Banjup Residents Group 31 11 October 2015
Cockburn has proposed this design. Main Roads WA is reviewing. Banjup Residents Group 32 11 October 2015
Department of Housing applied to rezone 821 Armadale Road for ‘Urban’ use Banjup Residents Group 33 11 October 2015
Land is already degraded Banjup Residents Group 34 11 October 2015
Should BRG make a submission? • Calleya is precedent • Water Mound is already compromised • Department of Water has approved proposal • What would be our case? Banjup Residents Group 35 11 October 2015
Perth @ 3.5 million still being evaluated • BRG proposed zoning north Banjup and Jandakot as ‘Urban’ • 1,000 submissions to WAPC • Cabinet approval by mid 2016 - maybe Banjup Residents Group 36 11 October 2015
15:50 How Can We Make Banjup Better? Erika Antal Banjup Residents Group 37 11 October 2015
What can we do to help ourselves? • Banjup garage sale – Front gate sale – National day 24 October • Share bush management ideas • Share fire control ideas • Identify native and exotic plants • Facilitate bulk purchases (eg Fusilade) • Garden open days • Planting day • More ideas ?? Banjup Residents Group 38 11 October 2015
We want to increase the native plant stock in Banjup • 1,600 plants were planted on 28 June, 4 & 5 July • Species supporting Carnaby Cockatoos that have lost feeding habitat at Jandakot Airport • Need more properties to plant more food for them Banjup Residents Group 39 11 October 2015
Volunteers planted 4 burned properties Banjup Residents Group 40 11 October 2015
Plant fire retardant trees near your house • Plant fruit trees near the house • Other fire retardant trees such as deciduous trees in the possible path of the fire. • Native, mostly banksia species for bird habitat away from the house. • Join the revegetation program to get them for free and have volunteers to help with planting. • Plant native shrubs and ground covers to suppress highly flammable weed species.
