Current RFP • The NJTPA is seeking consultant support to conduct: • Data Collection • Environmental Screening • Evaluate Deficiencies and Identify Fatal Flaws • Coordinate with Public and Stakeholders • Develop a Purpose and Need Statement • Develop and Evaluate Alternatives • Risk Management 10

  11. Current RFP The purpose of this solicitation is to retain two Consultants to conduct Concept Development Studies for five separate projects that are a part of the NJTPA’s FY 2020 LCD Program 11

Current RFP The first contract will include: • Middlesex County, County Route 516, Old Bridge – Matawan Road Bridge over Lake Lefferts in the Township Old Bridge, Borough of Matawan and Township of Aberdeen; • Monmouth County, Corlies Avenue Bridge (O-12) over Deal Lake in the Borough of Allenhurst and Township of Ocean; and • Morris County, East Main Street (CR 644) Bridge over Rockaway River in the Borough of Rockaway. 12

  13. Current RFP The second contract will include: • Bergen County, Oradell Avenue Bridge over the Hackensack River, Borough of Oradell • Somerset County, Great Road (CR 601) Bridge over Bedens Brook, Township of Montgomery (also known as Somerset County Bridge No. D0105) 13

Project Goal • Selection of a Preliminary Preferred Alternative that meets the project’s and stakeholder’s needs • Determination of the NEPA Classification • Compilation of sufficient data to present to the Interagency Review Committee, to determine if the project can successfully be advanced to the next phases 14

  15. Project Schedule • The consultant efforts are expected to be started in June, 2020 • Projects to be completed within 24 months of commencement 15

Consultant Eligibility & Documentation Consultant Qualifications FY20 Middlesex, Monmouth & Morris Contract - NJDOT Prequalification • B-1: Bridge Design – Non-Movable Structures – Level C • G-2: Geotechnical Design • H-1: Highway Design – Level A • S-1: Surveying Level A • T-1: Traffic Engineering • T-7: Transportation Planning Prequalification must be met by the prime consultant except for Categories G-2, S-1, and, T-1, which can be met by the prime or their subconsultant. 28
