Council Decision – 22 nd June 2017 • “To agree the creation of four cross party working groups and their membership and remit, included at appendix 1 to report by the Chief Executive, to lead consultation on Locality Improvement Plans and the remits and membership of locality committee’s and how they fit in with the wider political and community planning structure.”

  3. Why Is the Council Doing This? • With the introduction of the localities model, additional partnership arrangements have been put in place in each area, namely Locality Leadership Teams and Thematic Partnership Groups. • The move to locality committees provides an opportunity to review and improve the existing arrangements and to develop a modernised framework which builds on & enhances current, good practice, the foundation of which has been the Neighbourhood Partnerships.

Current State • Community representation – Neighbourhood Partnerships currently have community members nominated through community councils, based on their statutory role. • Public sector and voluntary sector representation currently exists on Neighbourhood Partnerships, the Locality Management Board, Locality Leadership Teams, and Partnership Groups. • Neighbourhood Partnerships are formally constituted and part of Council governance framework. • Neighbourhood Partnerships cover smaller geographic areas which assists in the facilitation of community and councillor involvement.

Current State • Currently there is no formally defined governance relationship between Neighbourhood Partnerships and Partnership Groups/Locality Leadership Teams/Locality Management Board and between the localities structures and the Council Committee system. • Across the city, there exists some lack of clarity around remits and responsibilities of various groups • Neighbourhood Partnerships currently make recommendations on locally devolved budgets e.g. community grants fund and Neighbourhood Environment Programme.

  6. Future State – Issues To Consider • Three main areas to consider – remit, relationship and membership. • Objective – to develop a model which can:- 1. Provide clear lines of accountability 2. Ensure partnership delivery of Locality Improvement Plans 3. Ensure/strengthen community participation/influence 4. Streamline current arrangements to provide greater transparency and efficiencies

  7. Indicative Timeline • Preparation – including defining the scope and planning for the consultation (August – September 2017) • Engagement & Consultation – Engagement/consultation plan approved and implemented using the consultation framework ‘Consulting Edinburgh’ approved by Council in May 2014 and informed by the National Standards for Community Engagement (October – December 2017) • Committee Report Drafting – findings collated and proposed model developed (December 2017/January 2018) • Approval – approval by Council and other partners depending on model proposed (February/March 2018)
