The role of the French Water Agencies in the implementation of the Water policy Each of the 6 french water agencies is ruled through a basin committe composed of representatives from : • State (representatives from the Ministry of Environment, Prefect, Navigation,….) • Municipalities and local authorities • Users (Industry, Agriculture, Consumer, Environmental NGO,…) The Basin Committe votes the Programme (5 or 6 years action plan), the level of fees, the Masterplan (SDAGE) 7

The on-going programme (2019-2024) of investment and action of the 6 water agencies Artois-Picardie River Basin - 20 000 km 2 (1/30 th of the national territory) - the smallest of River Basin in France - 4,7 millions inhabitants (235 inhab/km 2 , twice the national mean value) - Average price of water: 4,8 €/m 3 in 2018 (one of the most important in France) - 97 % of drinking water comes from underground 10

  12. 2. The on-going programme (2019-2024) of investment and action of the 6 water agencies The EU Water Framework Directive (WFD) sets ambitious objectives for both surface and ground water bodies. The principle in the Directive is to achieve the Good Ecological Status (GES) for water bodies by 2015 : • No deterioration of status for surface and groundwaters and the protection, enhancement and restoration of all water bodies; • Achievement of good status by 2015 (first cycle of the Directive), i.e. Good Ecological Status (or Good Potential) and good chemical status for surface waters and good chemical and good quantitative status for groundwaters; • Progressive reduction of pollution of priority substances and phase-out of priority hazardous substances in surface waters and prevention and limitation of input of pollutant in groudwaters; • Reversal of any significant, upward trend of pollutants in groundwaters; • Achievement of Standards and objectives set for protected areas in 12 Community legislation

The on-going programme (2019-2024) of investment and action of the 6 water agencies B ut this principle of achieving high standard environmental objective is accompagnied by possibilities of exemptions for some water bodies: • Extended deadline : for certain water bodies, the GES might be achieved later that the initial deadline (thus on the next 6 years cycle : 2021 or 2027) • Less stringent objectives : where even extended deadline does not allow to achieve the GES, some lower objective can be set for these water bodies 13
