Local Accountability The legal framework for foundation trusts provides for increased accountability to local people, patients, staff and key stakeholder organisations. The mechanism for this to happen is through membership and governors.
Membership Requirements To comply with our Terms of Authorisation as a foundation trust we are required to: • Grow a representative membership • Conduct governor elections in accordance with our constitution • Engage members and governors in the development of the Trust’s services • Report membership in our Annual Report and include in our Annual Plan
Three Public Constituencies
One Patient Constituency Our patient constituency has four groups: • Local patients (who live in Bristol, North Somerset and South Gloucestershire) • Non-local patients (who live in the rest of England and Wales) • Carers of patients 16 years of age and over • Carers of patients under 16 years of age
One Staff Constituency Our Staff Constituency has four groups: • Medical and Dental staff • Nursing and Midwifery staff • Other Clinical Healthcare Professionals • Non-Clinical Healthcare Professionals

Membership Representation • Gender profile of members is representative of patient and public population. • Ethnic profile of members is largely representative of patient and public population. • Although the number of members in the 4-21 years age range has doubled, young people remain the most under- represented group.
Governor Elections in 2010 Elections were held from March to May 2010 and 14 seats were up for election in the following constituencies: Public South Gloucestershire; Public Bristol; Non-Local Patient; Local Patient; Carers of patients 16 years and over; Staff Other Clinical Healthcare Professionals; and Staff Nursing and Midwifery.

Governor Activity (examples) • Appraised the Chairman and reappointed for a further three years; • Regularly met with the Trust Board; • Involved in the Carers Strategy; • Governor constituency meetings in clinic outpatient areas; • Commented on Trust’s registration with Care Quality Commission; • Review of Access project group; • Infection Control Committee; • Ward based inpatient surveys; • Approved the appointment of new Chief Executive.

Future Membership The Board of Directors and Governors share the aim of developing an engaged and representative membership. We aim to embed membership further into existing mechanisms for patient and public involvement such as working with seldom heard groups in our communities.
Membership Plan 2010-2011 • Grow patient and public membership by a further 500 members • Maintain staff membership over 95% • Increase membership in under-represented groups ie children and young people and black and minority ethnic communities • Further engage members in the Trust’s activity • Continue to support the governors in their role • Hold governor elections for some constituencies in 2011
